City Council Minutes <br />September 7, 2010 <br />Page 10 of 13 <br />------------------------- - - - - -- <br />options. One option discussed was to either close the road or cul -de -sac <br />the road. Discussion was held whether a drainage easement would be <br />required if the City proceeded with the project. Mike Loven noted that this <br />has been a natural drainage area for many years. It was the consensus of <br />the Council to discuss this with the City Attorney; specifically whether the <br />City is required to provide legal access to two driveways and to find out if <br />the City would need a drainage easement. <br />10. City Engineer <br />10.1. Engineering Services Proposal for North Sleutter Road Improvements <br />Study <br />Tim Houle presented a proposal for improvements to a portion of North <br />Sleutter Road at $1,825 for the improvement study and $950 for the <br />preliminary special assessment assistance. Timing of the project could <br />work in conjunction with the December public hearing for the Wildlife Trail <br />project. <br />COUNCIL MEMBER RYAN MOVED TO ADOPT RESOLUTION 10 -24 <br />ORDERING THE PREPARATION OF THE REPORT ON <br />IMPROVEMENTS TO NORTH SLEUTTER ROAD AND TO APPROVE <br />THE PROPOSAL FROM WSN FOR NORTH SLEUTTER <br />IMPROVEMENTS ASSESSMENT PROJECT TO INCLUDE THE <br />IMPROVEMENT STUDY AT $1,825 AND THE SPECIAL ASSESSMENT <br />ASSISTANCE AT $950 WITH THE UNDERSTANDING THAT, IF THE <br />COUNCIL DOES NOT MOVE FORWARD WITH THE PROJECT, IT <br />WILL NOT BE NECESSARY TO REQUIRE THE SPECIAL <br />ASSESSMENT ASSISTANCE AT $950. COUNCIL MEMBER SJOBLAD <br />SECONDED THE MOTION. MOTION CARRIED 5 -0. <br />10.2. Change Order #3 for West Lake Street Project <br />Tim provided a report on the progress of the West Lake Street project. <br />Tim Houle reviewed change order #3 for West Lake Street which <br />resulted in an increase in the contract price of $1,925.00. <br />COUNCIL MEMBER NAGEL TO APPROVE CHANGE ORDER #3 FOR <br />THE WEST LAKE STREET PROJECT. COUNCIL MEMBER SJOBLAD <br />SECONDED THE MOTION. MOTION CARRIED 5 -0. <br />10.3. Pay Estimate #2 —West Lake Street Project <br />
