Mayor Adams
09.29.10
that are to be turned back to Pequot Lakes. This includes activities such as snow
plowing, snow removal, crack sealing and patching as well as other maintenance
activities. It is reasonable to assume that similar annual expenditures can be expected if
the same level of service is to be maintained by the City.
This figure does not represent any increases in personnel, equipment or engineering
services needed to maintain this additional infrastructure. It likewise does not represent
costs associated with any future reconstruction or resurfacing needs.
Prior to the transfer of jurisdiction, each roadway is anticipated to receive at least a new
surface or a negotiated lump sum payment in lieu of an actual project. Although the
design life of these tumback improvements is expected to be 15 -20 years, a long term
financial liability exists associated with any subsequent rehabilitation needs.
As I mentioned, I feel strongly that our intentions be known to the Council before the
municipal consent decision is made. I believe that you may have already done this, but
may I suggest that the City conduct its own research to determine if acceptance of
these turnbacks would influence the outcome of the City Council's decision.
As always, I am available at any time to meet with you individually or appear before the
full council to discuss this matter or any other subject.
Respectfully,
(:: K.
Timothy Bray
Crow Wing County Engineer
cc: Tim Houle — City Engineer, WSN, Baxter
Jim Hallgren — MnDOT Project Manager
Commissioner Thiede
