City Council Minutes <br />October 5, 2010 <br />Page 3 of 12 <br />MAYOR ADAMS MOVED TO AMEND THE MINUTES BY INCLUDING <br />THE FOLLOWING LANGUAGE PRIOR TO CLOSING THE MEETING: <br />"The City's Attorney stated that the employee's lawyer requested the <br />meeting to be closed." <br />COUNCIL MEMBER MALECHA SECONDED THE MOTION. MOTION <br />CARRIED 5 -0. <br />4. Open Forum <br />There was no one present for open forum. <br />5. Presentations <br />5.1. Consider Calling a Public Hearing for Municipal Consent <br />Tim Houle informed the Council that the City has received a letter from <br />MnDOT dated September 24, 2010, requesting municipal approval of the <br />layout of Highway 371 that has been discussed over the past few years. <br />Tim Houle explained that the City has been requested to schedule a public <br />`-- hearing within 15 days from the date of receiving the letter. <br />Council Member Ryan questioned if the term municipal approval was the <br />same as the term municipal consent. He also questioned whether the <br />letter should have come from the Commissioner of Transportation. <br />COUNCIL MEMBER SJOBLAD MOVED TO CALL A PUBLIC HEARING <br />FOR NOVEMBER 16, 2010, TO CONSIDER MUNICIPAL CONSENT <br />FOR HIGHWAY 371 FROM 4 — 8 P.M. AT THE PEQUOT LAKES <br />SENIOR HIGH SCHOOL. COUNCIL MEMBER NAGEL SECONDED <br />THE MOTION. <br />The Council discussed the process that will be followed for the public <br />hearing. Mayor Adams suggested the same public hearing format that <br />MnDOT used a few months ago. <br />Council Member Ryan asked if both the through town and bypass routes <br />would be presented. Mayor Adams stated that the meeting is for the <br />purpose of considering the bypass. Council Member Ryan stated that the <br />contrast of both the through town and bypass route should be presented. <br />Council Member Sjoblad stated that this hearing is about the route that is <br />being proposed. <br />
