Council Member Sjoblad stated <br />that the meeting is not about the through town route, it is about the around <br />town route. <br />MOTION CARRIED 4 -1. COUNCIL MEMBER RYAN OPPOSED. <br />5.2. Review Proposal for Budget Reductions <br />The Mayor stated that the budget committee met and has made some <br />recommendations for reducing the tax levy. She stated that the proposed <br />reductions bring the levy to an approximate 2% increase. <br />The Mayor stated that she has been contemplating the Community <br />Growth Contract and the possibility of dropping level 2. The Mayor stated <br />that she is proposing a 0% wage increase for all employees in 2011 and <br />that the Council salary be reduced by $25 per month. <br />Council Member Ryan stated he would not vote for any budget increase. <br />He requested to see how the budget cuts affect each budget. Nancy <br />�-- Malecha stated that she could provide this information. The Mayor noted <br />that there have been three employees who have had their hours cut to <br />four days per week. Council Member Nagel stated that if we are cutting <br />employee hours it would not seem appropriate to give a wage increase to <br />employees. <br />The Mayor requested the Clerk's staff to include the extra suggestions for <br />cuts this evening and to review the proposed budgets at the November <br />meeting. <br />Janet Wedan, police department manager, presented other ideas and <br />options available for budget cuts. She stated that there are other options <br />for cutting budgets than cutting employee hours and still keep the levy at a <br />2.4% increase. She further stated benefits will also be cut by 20% due to <br />the part time status. She requested the Council to consider allowing the <br />employees to keep their full benefits. <br />5.3. Health Insurance Committee Recommendations <br />The Clerk noted that after several meetings, the Health Insurance <br />Committee has prepared a recommendation for two alternative health <br />plans. She noted that the Council directed the committee to research <br />different options to the City's existing plan due to the high costs <br />
