by themselves; it would time to socialize and play, not just to potty. It would be a playful
time with slides, tunnels and balls. They will be hiring staff to play with the animals.
They would take 4 or 5 out for about an hour; then another group would go out. It is hard
to speculate that all 25 dogs would be boarded.
LaRee Garland stated at the Pet Parade there were 45 dogs and there was hardly any
barking. People were controlling them. That is the situation we will create. Someone
will be with them to make sure they are acting in an appropriate way.
Mr. Hallan stated regarding Karen Ettesvold's CUP, that was for a Home Occupation.
This is an independent use.
Mr. Adams stated that yesterday he and Mr. Habein drove over to Crosslake to Northland
Pet Lodge referred to earlier. They talked to the owners and they can accommodate up to
75 dogs. As they were standing outside the door they could hear no sound coming out of
the building. Once inside, in the boarding area the dogs were barking. Externally you
could hear nothing 2 feet from the door. From the time of 10 PM and 6 AM there will be
no disturbance to surrounding properties. Building is largely soundproof and air
conditioned. The night time issue of barking is a non - event. The number of dogs outside
has been addressed.
Mr. Habein stated that they also stopped at the proposed facility and noticed that they are
putting in windows up high and these are for light only. They had talked with the
.- manager at Northland Pet Lodge and he said that is a no no for noise. The windows will
project noise. Use sky lights instead. That way the noise goes up and not out. There
were no dogs being exercised outside when they were at Northland.
Mr. Adams further stated that Northland Pet Lodge is also in Crow Wing County and as
directed by the County, the waste is picked up during the day, stored in containers and it
is removed once a week. The same rule would apply to this area also, collected, bagged
and put in a dumpster.
Mrs. Seils asked if someone would be living in the house. Mr. Garland stated after the
last meeting he contracted with the tenant in the house to be the through -night security.
The Garlands will be monitoring with closed circuit television. The tenant has had a
kennel for many years, has raised and trained field dogs and has experience with dogs.
Mr. Hallan asked how we can address the 7 -foot fence when the ordinance only allows 5
feet. Mr. Garland stated there will be a solid barrier in the back and probably at the
corners, maybe 20 feet in, but the whole back fence line will be solid. Mr. Hallan stated
that Mr. Garland would be operating under a CUP so anything he can do to be a good
neighbor is important.
Chairman Woog asked if the fence would be one foot in the ground with 6 feet above.
The Staff Report states it will be screened all the way around. Mr. Garland stated that it
depends on the cost.
