It has to do with the
economy; the house is in foreclosure and Mr. Thomas represents the bank.
Mr. Thomas further stated how much noise the dogs make is the issue and what
conditions can be set to deter it. It is not up to the applicant to come up with the proof.
Once the City made the decision to put a "C" in this district, it became allowed with
conditions. It is not a flat out approved use. It is not a permanent approval. It is a CUP
and the Planning Commission needs to determine what the conditions need to be.
Mr. Thomas also stated that someone said they knew the case included in his letter. Will dogs come and go anytime during that stretch?
Mr. Garland stated that the hours may vary; there may be certain times for drop off and
the same thing at night.
Mr. Adams stated people could possibly drop off between 7:30 and 9 and pick up
between 4 and 6.
Mr. Garland stated it would be based on clientele.
Mr. Marohn asked Mr. Garland to explain the use of the outside fenced area. Mr.
Garland stated there would never be 25 dogs outside at one time. It would depend on the
, dogs, probably 4 to 5 with a staff person outside. At no time would any dogs be outside
