The proposed amendment for offsite signs only ', <br /> allows offsite signs in an Overlay District. This amendment is to create that Overlay '� <br /> District. Overlay Districts are to allow specific uses and have specific regulations for ��, <br /> that particular area that is identified as an Overlay District. �I <br /> Mr. Burslie read the proposed language and pointed out the Overlay District Map which <br /> indicates the two parcels previously recommended to be rezoned to Light Industrial. <br /> To address Council Member Akerson's concern, other property owners along the <br /> highway can initiate an ordinance amendment to include their property in the Offsite <br /> Sign Overlay District as long as they are zoned Commercial or Industrial. The City has <br /> not initiated applications on behalf of private properry owners at this time. The City is <br /> focused on the City-owned properry identified in this amendment. <br /> Chair Hallan stated the City cannot make the request for property they do not own. The <br /> properry owner should be requesting to be included in the Overlay District. Mr. Burslie <br /> stated technically the City does have the authority to rezone any property in the City. <br /> The City has not reached out to private property owners; the City is focused on these two <br /> parcels. <br /> Planning Commission Member Leckband is troubled the amendment is to only include <br /> those two parcels and doesn't address any other property along 37�.
