Planning Commission Member Wallin inquired if those parcels are privately owned. �I <br /> Chair Hallan stated they are. We are not rezoning the corridor. The City requested <br /> signage and it needs to be on Commercial or Industrial zoned properties. The City is <br /> requesting to rezone these parcels. <br /> Steve Anderson, Franklin Outdoor Advertising— He stated in earlier meetings there <br /> were discussions to include other Commercial and Industrial parcels in the Overlay , <br /> District,but now the Overlay District only includes these two parcels that are not zoned I <br /> either Commercial or Industrial. Planning Commission Member Leckband stated we �� <br /> are not placing an Overlay District anywhere now; this is the public hearing for the , <br /> rezone. I <br /> Council Member Akerson asked what the description of Light Industrial is. Mr. Burslie i <br /> read the Purpose and Intent of the Light Industrial zone. Council Member Akerson ��I <br /> inquired why we would change it from Public. Chair Hallan stated the City is creating a I <br /> location for offsite signage which has to be Industrial or Commercial per MN/DOT's I <br /> requirements. Council Member Akerson stated the general public can't put signs on <br /> their property then. Mr. Burslie stated we would cover that in the next public hearing. I <br /> Chair Hallan stated it would depend where the Overlay District is applied to. <br /> PUBLIC COMMENT CLOSED. <br /> A motion was made by Planning Commission Member Wilson, seconded by <br /> Planning Commission Member Leckband,to recommend the City Council <br /> rezone the subject property to Light Industrial, based on the following <br /> Findings of Fact: <br /> �. The applicant is proposing to rezone two tracts consisting of approximately 58.2 <br /> acres from "Public"to "Light Industrial." <br /> 2. The subject property does not contain any natural sensitive areas. <br /> 3. The subject property is owned by the City of Pequot Lakes. The property owner <br /> has not indicated any plans for future development. <br /> 4. The subject property is not within the Shoreland Area and no Shoreland soil types <br /> have been identified. <br /> 5. There does not appear to be any lowland area on the subject property. <br /> 6. The vegetative cover of the subject property consists of trees and grasses. <br /> �. The subject property is not adjacent to a public water body. "In-water physical <br /> characteristics"and recreational use of surface water do not apply. <br /> 8. The subject property is accessed via Knotly Pine Road. <br /> g. The proposed rezoning does not increase the socio-economic development needs <br /> of the public. <br /> io.The public sewer and water utilities are not available in the vicinity of the subject <br /> properry.
