City Council Minutes June 1, 2010 Page 3 of 9 COUNCIL MEMBER NAGEL MOVED TO ADOPT ORDINANCE 10 -06 AMENDING CHAPTER 17 OF THE CITY CODE RELATING TO SIGNS. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 4 -1. COUNCIL MEMBER RYAN OPPOSED. 6.2. Ordinance Amendment to Create a Large Resort Overlay District Chuck Marohn stated that the Planning Commission approved an ordinance amendment that would create a large resort overlay district which calculates allowable density based on the DNR's draft 2009 Shoreland Rules. This amendment allows resorts in the "Large Resort Overlay District" to have higher densities than what is allowed by the Planned Unit Development Criteria. This ordinance amendment has been requested by Wilderness Resort Villas, LLC. The Council discussed the letter from Ann Beaver representing the Cullen Lakes Association. Mayor Adams stated that Ann Beaver said they do not want additional boat slips but are not concerned `-- about density. Council Member Sjoblad questioned whether the number of boat slips would increase. Chuck Marohn stated that the number of boat slips would not increase. Council Member Sjoblad questioned if the City would we be in compliance with the DNR regulations if they are adopted. Chuck Marohn stated that we would not be in compliance but that our regulations are less restrictive than the DNR restrictions. MAYOR ADAMS MOVED TO ADOPT ORDINANCE 10 -07 AMENDING CHAPTER 17 OF THE CITY CODE RELATING TO LARGE RESORT OVERLAY ZONE. COUNCIL MEMBER NAGEL SECONDED THE MOTION. Council Member Ryan stated that he has a concern with the number of overlay districts in the City. He stated the Planning Commission should try to keep things fair and simple for the average citizen to understand and this is not what the overlay zone does. He indicated he supports the solution for Wilderness Resort but is not in favor of creating another overlay district.
