City Council Minutes <br />June 1, 2010 <br />Page 3 of 9 <br />COUNCIL MEMBER NAGEL MOVED TO ADOPT ORDINANCE <br />10 -06 AMENDING CHAPTER 17 OF THE CITY CODE RELATING <br />TO SIGNS. COUNCIL MEMBER SJOBLAD SECONDED THE <br />MOTION. <br />MOTION CARRIED 4 -1. COUNCIL MEMBER RYAN OPPOSED. <br />6.2. Ordinance Amendment to Create a Large Resort Overlay District <br />Chuck Marohn stated that the Planning Commission approved an <br />ordinance amendment that would create a large resort overlay <br />district which calculates allowable density based on the DNR's draft <br />2009 Shoreland Rules. This amendment allows resorts in the <br />"Large Resort Overlay District" to have higher densities than what is <br />allowed by the Planned Unit Development Criteria. This ordinance <br />amendment has been requested by Wilderness Resort Villas, LLC. <br />The Council discussed the letter from Ann Beaver representing the <br />Cullen Lakes Association. Mayor Adams stated that Ann Beaver <br />said they do not want additional boat slips but are not concerned <br />`-- about density. <br />Council Member Sjoblad questioned whether the number of boat <br />slips would increase. Chuck Marohn stated that the number of boat <br />slips would not increase. <br />Council Member Sjoblad questioned if the City would we be in <br />compliance with the DNR regulations if they are adopted. Chuck <br />Marohn stated that we would not be in compliance but that our <br />regulations are less restrictive than the DNR restrictions. <br />MAYOR ADAMS MOVED TO ADOPT ORDINANCE 10 -07 <br />AMENDING CHAPTER 17 OF THE CITY CODE RELATING TO <br />LARGE RESORT OVERLAY ZONE. COUNCIL MEMBER NAGEL <br />SECONDED THE MOTION. <br />Council Member Ryan stated that he has a concern with the <br />number of overlay districts in the City. He stated the Planning <br />Commission should try to keep things fair and simple for the <br />average citizen to understand and this is not what the overlay zone <br />does. He indicated he supports the solution for Wilderness Resort <br />but is not in favor of creating another overlay district. <br />
