display sign. Staff was asked to publish for a public hearing to look at amending the <br />`— ordinance on the digital signs but failed to do so. The reader board was going to be <br />discussed. <br />The new plan indicates the freestanding will only be on one post. The eastern pole as <br />approved last month has its foundation within MN/DOT right -of -way. The proposed sign <br />will be placed on the existing westerly pole. <br />The proposed reader board is a digital sign that does not flash and is not intermittently lit. <br />The letters are made out of light and are not allowed. <br />Discussion followed regarding intent of the ordinance and their desire for a digital sign. <br />The Planning Commission suggested amending the ordinance before allowing a digital <br />sign. <br />Public comment: <br />Brandon: same position as DQ. If you talked to others denied sign permits, they would <br />tell you that ordinance is overly restrictive. PL sign ordinance is extremely restrictive. It <br />is neighboring property and he does not have an issue with it. Interpretation, narrowly <br />defined it meets the guidelines. You need to approve it based on it meets your ordinance. <br />Brandon Andersen: He has the same position as the Dairy Queen. The Pequot Lakes <br />sign ordinance is extremely restrictive. He is the neighboring property and does not have <br />`... an issue with it. It is how you interpret the ordinance; narrowly defined it meets the <br />guidelines. The Planning Commission needs to approve it based on it meets the <br />ordinance. We need to get current with technology. <br />Chairman Woog stated that his opinion is that no digital signs make a town more quaint <br />and explained the process of drafting today's ordinance. <br />A motion was made by Bill Habein, seconded by Deb Brown, to approve the new design <br />for the freestanding sign to be placed on the existing westerly post with the same height <br />and square footage as approved in March. All members voted "aye ". Motion carried. <br />Mr. Marohn explained that with our overly restrictive ordinance 5 freestanding signs <br />have been approved on this site, one existing. He also explained that the Planning <br />Commission can table the digital sign until after the ordinance amendment public <br />hearing. <br />A motion was made by Bill Habein to approve the digital reader board.
