� 4.i3 Private and�ublic recreational uses such as golf courses, <br /> tennis courts, drivin� ranges, archery ranges, picnic grounds, boat <br /> launching ramps, swimming areas, parks, wildlife and nature <br /> preserves, game farms, shooting preserves, target ran�es hunting <br /> and fishing areas, and sin�le or multi�le �ur�ose recreational trails. <br /> 4.i4 Lawns, gardens, parking areas, and play areas. <br /> 4.i5 Railroads, roads,bridges, utility transmission lines, �ipelines <br /> and other�ublic utilities, provided that the De�artment of Natural <br /> Resources is notified at least ten (io) days prior to issuance of anX <br /> ep rmrt• <br /> 4.2 Standards for Permitted Uses: <br /> 4.21 The Use must have low flood damage potential. <br /> 4.22 The use must not cause any increase in the sta�e of the 1% <br /> chance or regional flood or cause an increase in flood damages in <br /> the reach or reaches affected. This provision a�plies to structures <br /> (tem�orary or permanent), fill (including fill for roads and levees)1 <br /> �. deposits, obstructions, storage of materials or ec�uipment, and all <br /> other uses. <br /> 4•23 Flood�lain develo�ments must not adversely affect the <br /> �draulic ca�acitv of the channel and adjoining floodplain of anX <br /> tributary watercourse or drainage system. <br /> 4•24 Public utilities, roads, railroad tracks and bridges to be <br /> located within the flood�lain must be designed in accordance with <br /> Sections 4.22 and 4.23 above, or must obtain a Conditional Letter <br /> of Ma� Revision meeting the rec�uirements of 4� CFR 603 (d). <br /> (a) When failure or interru�tion of these public facilties <br /> would result in danger to the �ublic health or safetyo ur where <br /> such facilities are essential to the orderly functioning of the <br /> area, such facilities must be elevated to the regulatory flood <br /> protection elevation. <br /> (b) Where failure or interru�tion of service would not <br /> endanger�ublic health or safety, minor or auxiliarX roads, <br /> railroads or utilities may be constructed at a lower elevation. <br /> 4.25 New or replacement water su�plv systems and sanitarX <br /> �-- sewa�e systems must be designed to minimize or eliminate <br /> � <br />
