infiltration of flood waters into the �stems and discharges from the L„ svstems into flood waters. 5.o Administration 5.1 Zoning Administrator: A Zoning Administrator or other official designated by the City Council must administer and enforce this ordinance. 5.2 Develo�ment A�provals: Any construction, enlar�ement} alteration, re�air, improvement, moving or demolition of anX buildin� or structure must com�ly with the rec�uirements of this ordinance. No mining, dredging, filling,�rading, paving, excavation, obstruction, drilling operation or other form of develo�ment as defined in Section 2.0 of this ordinance are allowed, other than the uses �ermitted in Section 4.i and the acti��ties allowed under Section 6. 5•3 Permit Required. A permit must be obtained from the Zoning Administrator�rior to conducting the following activities: (a) E�ansion, change, enlargement�or alteration of a nonconformin�use as s�ecified in Section 6 of this ordinance. `., Normal maintenance and repair also rec�uired a permit if such work, se�aratelv or in conjunction with other�lanned work, constitutes a substantial im�rovement as defined in Section 2.7 of this ordinance. (b)AnXuse that requires fill, obstruction, excavation�storage of materials�or any other form of development as defined in Section 2.�of this ordinance. 5•31 Permit a�plications submitted to the Zoning Administrator on forms provided for that�ur�ose and shall include the following where a�plicable: plans drawn to scale, showing the nature, location, dimensions, and elevations of the lot; existing or�ro�osed structures, fill, or stora$e of materials; and the location of the foregoing in relation to the stream channel. 5•32 Prior to granting a permit, the Zoning Administrator must verify that the a�plicant has obtained all necessary state and federal permits. 5•4 Variances: � 8
