1.2g This ordinance is also intended to �reserve the natural <br /> �, characteristics and functions of watercourses and floodplains <br /> in order to moderate flood and stormwater impacts, improve <br /> water c�ualit,y, reduce soil erosion, protect aquatic and <br /> riparian habitat,�rovide recreational o�portunities,�rovide <br /> aesthetic benefits and enhance community and economic <br /> develo�ment. <br /> 2.o General Provisions: <br /> 2.� Lands to Which Ordinance A�plies: This ordinance a�plies to all <br /> lands within the jurisdictions of the Ci ,t�Pe�uot Lakes shown on <br /> the Flood Insurance Rate Ma�s adopted in Section 2.2 as bein� <br /> located within the boundaries of the Flood�lain District. The <br /> Flood�lain District is an overlay district that is su�erim�osed on all <br /> existing zonin�districts. The standards imposed in the overlay <br /> districts are in addition to any other rec�uirements in this <br /> ordinance. In case of a conflict the more restrictive standards will <br /> apply <br /> 2.2 Ado�tion of Flood Insurance Studv and Ma�s: The Flood Insurance <br /> Stud�for Crow Win C� ounty, Minnesota, and Incorporated Areas, <br /> `.. and Flood Insurance Rate Ma� panels 22o3,_�Co14oC, <br /> �o3,��Co1�oC, and 22o3,,�Co275C; all of these documents bein� <br /> dated Au�ust 1�, 2oi and prepared bv the Federal Emer�ency <br /> Mana�ement Agency, are herebv adopted bv reference and declared <br /> to be a�art of this ordinance and the Official Zoning Ma�. These <br /> materials are on file in the City's Administration Office. <br /> 2.3 Inter�retation: The boundaries of the Flood�lain District are <br /> determined bv scaling distances on the Flood Insurance Rate Map. <br /> 2.3i Where a conflict exists between the floodplain limits <br /> illustrated on the official zoning map and actual field conditions, <br /> the flood elevations must be the governing factor. The Zonin� <br /> Administrator must interpret the boundary location based on the <br /> �round elevations that existed on the site on the date of the first <br /> National Flood Insurance Pro�ram map showing the area within <br /> the regulatory flood�lain, and other available technical data. <br /> 2.32 Persons contesting the location of the district boundaries will <br /> be �iven a reasonable o�portunity to �resent their case to the Board <br /> of Adjustment and to submit technical evidence. <br /> �. <br /> 2 <br />
