City Council Minutes <br /> November 7, 2017 <br /> Page 4 of 9 <br /> ----------------------------- <br /> Council Member Swanson inquired why Wildlife Trail has not been <br /> declared a City road. Mayor Adams explained they need 70% <br /> participation of the property owners on Wildlife Trail and there are property <br /> owners that are not interested. <br /> Mr. Czech explained the three options he would like the City to consider <br /> for Wildlife Trail. <br /> 1. Adopt Wildlife Trail as a City street as is. <br /> 2. Give the residents a portion of the money that is spent on <br /> maintaining roads in the City and let the residents take care of <br /> Wildlife Trail as an association. <br /> 3. The City would maintain the snowplowing of Wiidlife Trail according <br /> to Minnesota Statute 160.21 without adopting it as a City street. <br /> Council Member Swanson inquired who was ptowing snow for them now. <br /> Mr. Czech stated they do it themselves. <br /> Council Member Pederson asked Mr. Czech if they are an association. <br /> Mr. Czech stated they are no#. <br /> Tim Houle informed the Council that historically for the blacktopping of an <br /> existing street the City did not assess the residents and instead included <br /> the entire project in their budget. {n the case of adding a new City street, <br /> the Council had made the decision to assess 100% of the cost to the <br /> property owners. <br /> COUNCIL MEMBER SWANSON MOVED TO NOT PLOW SNOW ON <br /> PRIVATE ROADS. COUNCIL MEMBER LOUKOTA SECONDED THE <br /> MOTION. Mf3T10N CARRIED 5-0 <br /> 9.2. Rasmussen Road Proposal for Services <br /> Tim Houle explained the proposal for services is to look at potential <br /> improvements to Rasmussen Road. Mr. Houle added that this is a big <br /> project and the proposal is just the first step to establish layout options <br /> and cost estimates. <br /> COUNCIL MEMBER AKERSON MOVED TO APPROVE THE <br /> PROPOSAL FOR STUDY ENGINEERING SERVICES FOR <br /> RASMUSSEN ROAD (FORMERLY COUNTY ROAD 112 AND OLD <br /> HIGHWAY 371) FROM WIDSETH SMITH NOLTING IN THE AMOUNT <br /> OF $9,250. MAYOR ADAMS SECONDED THE MOTION. MOTION <br /> CARRIED 5-0 <br />
