City Council Minutes November 7, 2017 Page 4 of 9 ----------------------------- Council Member Swanson inquired why Wildlife Trail has not been declared a City road. Mayor Adams explained they need 70% participation of the property owners on Wildlife Trail and there are property owners that are not interested. Mr. Czech explained the three options he would like the City to consider for Wildlife Trail. 1. Adopt Wildlife Trail as a City street as is. 2. Give the residents a portion of the money that is spent on maintaining roads in the City and let the residents take care of Wildlife Trail as an association. 3. The City would maintain the snowplowing of Wiidlife Trail according to Minnesota Statute 160.21 without adopting it as a City street. Council Member Swanson inquired who was ptowing snow for them now. Mr. Czech stated they do it themselves. Council Member Pederson asked Mr. Czech if they are an association. Mr. Czech stated they are no#. Tim Houle informed the Council that historically for the blacktopping of an existing street the City did not assess the residents and instead included the entire project in their budget. {n the case of adding a new City street, the Council had made the decision to assess 100% of the cost to the property owners. COUNCIL MEMBER SWANSON MOVED TO NOT PLOW SNOW ON PRIVATE ROADS. COUNCIL MEMBER LOUKOTA SECONDED THE MOTION. Mf3T10N CARRIED 5-0 9.2. Rasmussen Road Proposal for Services Tim Houle explained the proposal for services is to look at potential improvements to Rasmussen Road. Mr. Houle added that this is a big project and the proposal is just the first step to establish layout options and cost estimates. COUNCIL MEMBER AKERSON MOVED TO APPROVE THE PROPOSAL FOR STUDY ENGINEERING SERVICES FOR RASMUSSEN ROAD (FORMERLY COUNTY ROAD 112 AND OLD HIGHWAY 371) FROM WIDSETH SMITH NOLTING IN THE AMOUNT OF $9,250. MAYOR ADAMS SECONDED THE MOTION. MOTION CARRIED 5-0
