Mayor Adams requested that anyone who signed the petition send a letter in writing stating their position. Council Member Ryan stated that the Planning Commission is studying whether it is appropriate for cities to continue to accept private roads due to the long range cost of maintenance. Council Member Nagel stated that the City would not be obligated to accept the road just because the road is paved. Del Anderson stated that, if the residents go through with the expense of paving the road, they would want it to be dedicated to the City. He stated that this would be one of the criteria to move forward with the assessment project. MOTION CARRIED 5-0. JANUARY 4 2011 PEQUOT LAKES CITY COUNCIL MINUTES 10.2.A. Wildlife Trail Status Update Tim Houle updated the Council on the status of the project. He noted that a petition was received to make Wildlife Trail a city street and to have it paved. Mr. Houle stated that the next step is for the Council to decide whether or not to proceed with the process.The Clerk handed out an updated map showing that 9 of the 16 parcels are opposed to the project and 4 of the 16 parcels are in favor of the project. Del Anderson—Wildlife Trail, expressed his frustration in that the City does not know the actual amount of the project because the bids have not been received.The Engineer stated that the City is following statutory guidelines for the special assessment statute. Brian Koslofsky—Wildlife Trail—thanked the Council and requested the Council to continue on with the improvements. He stated that there are over 50%of the residents are in favor of the project. 10.2.6. Wildlife Trail—En�ineering Proposal Council Member Sjoblad suggested that the property owners get the bids and questioned if the City could accept their bids and bypass the City Engineering process. Council Member Sjoblad questioned if a licensed engineer must be used for an assessment project. Tim Houle stated that if the project is going to be assessed the City must follow the state statute process. He noted that he could review the statutes and report back to the Council. COUNCIL MEMBER MALECHA MOVED TO TABLE THE ISSUE UNTIL THE CITY ENGINEER CAN PROVIDE MORE INFORMATION ON THE PROCESS. COUNCIL MEMBER RYAN SECONDED THE MOTION. MOTION CARRIED 5-0.
