OCTOBER 5, 2010 PEQUOT LAKES CITY COUNCIL MINUTES <br /> 10.1. Feasibilitv Report for North Sleutter Road Improvements <br /> Tim Houle presented the feasibility report for improvements to a portion of North Sleutter <br /> Road.The Council discussed the report. It was noted that if the Council moves forward with the <br /> project, the timing of the project could work in conjunction with the December public hearing <br /> for the Wildlife Trail project. Tim Houle requested Council to review both reports (Wildlife Trail <br /> and North Sleutter Road). He stated that some of the issues to be discussed should include how <br /> to combine the two projects and have a special assessment approach that is fair and consistent <br /> to all, whether or not the City should accept a private road or pave a road that is partially <br /> located in another township? <br /> Council Member Malecha questioned if the City should use our taxpayer money on a road in <br /> another township.Tim Houle stated that there is no legal authority to special assess someone <br /> outside of ourjurisdiction. <br /> Discussion was held regarding whether the City has the authority to pave a road in another <br /> township. <br /> COUNCIL MEMBER SJOBLAD MOVED TO ADOPT RESOLUTION <br /> 10-27 RECEIVING THE FEASIBILITY REPORT AND CALLING FOR A PUBLIC HEARING ON THE <br /> NORTH SLEUTTER ROAD IMPROVEMENT. COUNCIL MEMBER RYAN SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> NOVEMBER 9, 2010 PEQUOT LAKES CITY COUNCIL MINUTES <br /> 10.1. Wildlife Trail and North Sleutter Road Preliminary Assessment Discussion <br /> Mike Rude presented the Council with the assessment options for the Wildlife Trail and <br /> North Sleutter Road assessment projects. Mike Rude discussed the two options for <br /> assessment approaches. One option is based on front footage and the other is on a per <br /> parcel approach. <br /> Del Anderson stated that he and the area residents would like the Council to consider <br /> the assessment based on a per parcel basis. <br /> The Mayor asked those in the audience if they concurred with the per lot assessment. <br /> Bob Needham, Arlene Czech and Tina and Garry Grewe all agreed with the per lot <br /> assessment approach. <br /> Council Member Malecha stated that she felt it was not appropriate for the �ity's <br /> taxpayers to pay for improving a road that is not located within our community <br /> especially at a time when budgets are tight. <br /> It was the consensus to present the assessments on a per parcel basis. It was also the <br /> consensus to provide options of Wildlife Trail alone, North Sleutter alone, or a <br /> combination of both. <br />
