Offsite Sign Amendment Update <br /> Justin Burslie explained the Planning Commission reviewed the sign <br /> ordinance regarding billboard signage along Highway 371 as directed by the <br /> Council and the Commission is unanimously opposed to billboards at this <br /> time based on the following items. <br /> • Large billboard type signage is not consistent with the "north woods" and <br /> "rural° character referenced in the comprehensive plan. <br /> • Large signage could create safety concems for motorists traveling at a high � <br /> rate of speed. <br /> � The realignment was only recently completed and the City should not rush <br /> into any decisions on off-site signage on the new highway. I <br /> MAYOR ADAMS MOVED TO STRIKE THE APPLICATION FROM THE I <br /> OCTOBER PLANNING COMMISSION AGENDA REGARDING THE ' <br /> ORDINANCE AMENDMENT PUBLIC HEARING FOR PROPOSED ' <br /> BILLBOARDS. MOTION CARRIED 4-0. <br /> Trailside Park Phase 1 Service Proposals <br /> Luke Sydow, via telephone, explained the summary of services for the <br /> Trailside Park improvement project. Mr. Sydow noted that SAS+ <br /> Associates' professional service fees will not exceed $97,235 and this <br /> includes the professional service fees for Studio North. They are working <br /> with Widseth Smith Nolting to bring forward a full project for Phase 1 with a <br /> timeline for 2018 construction. <br /> Mayor Adams noted her concerns with the estimated cost of the project <br /> indicating that some amenities appear overpriced and would like a cap on <br /> the expenses incurred. Mr. Sydow explained that the costs are estimated <br /> on the high end to prevent estimating too low. <br /> Tim Houle stated that Widseth Smith Nolting does not have their normal <br /> agreement in the packet yet and explained they would put together an <br /> appropriate agreement with the Council for the design phase. <br /> Council Member Akerson stated that this project is moving too fast. <br /> Council Member Loukota expressed his concern with the costs as well. <br /> October �9, 2oi�Staff Report page g <br />
