Cell Phone Policy <br />Page 2 <br />PLAN B: EMPLOYEE -OWNED CELL PHONE /SERVICE PLAN — Stipend (for <br />regular full -time employees /and or Department Heads only) <br />Under Plan B, the employee is paid a monthly stipend intended as compensation for City <br />work - related use of their personal cell phone. This plan is available to regular full -time <br />employees and/or Department Heads only. Under this plan, a cell phone or smart device <br />is considered the employee's personal property. <br />The stipend amount is set annually by the City Council. In no circumstances may the <br />stipend exceed the total cost of the service plan. The cell phone stipend is intended to <br />cover a portion of the employee's cell phone expenses related to work duties. Purchase <br />of the cell phone, accessory equipment, and activation fees will be the responsibility of <br />the employee. The employee will pay all costs exceeding the amount of the cell phone <br />stipend. The stipend will occur on the first pay period of each month. The cell phone may <br />be used for both City and personal business and no audit is required. <br />Plan B Stipend Table: <br />Cell phone (voice only plan): <br />Up to 500 minutes per month $20 per month <br />Over 500 minutes per month $30 per month <br />Smart Devices: <br />Data - $25 per month + appropriate voice stipend <br />Note: A City employee may not receive a stipend and carry a City -owned device. <br />STIPEND ACTIVATION <br />For an employee to receive a wireless communications device stipend, the stipend and the <br />amount must be authorized by the Department Head. A completed Cell Phone Enrollment <br />and Acknowledgement Form and a copy of the employee's service agreement must be <br />sent to the City Clerk's office for the stipend activation. <br />STIPEND CHANGE /CANCELLATION <br />To change or discontinue a cell phone stipend, a completed Cell Phone Enrollment and <br />Acknowledgement Form must be sent to the City Clerk's Office for stipend cancellation <br />or change. If changes result in a new or revised service agreement, a copy of the <br />agreement must also be attached. Departments are responsible for ensuring that stipends <br />are terminated if the employee changes positions or no longer needs a cell phone. <br />
