Council Member Akerson questioned if there were any estimates on how <br /> much water the pond would take on an ongoing basis. Mr. Sydow explained <br /> that this would be addressed during the design concept stage of the Project. <br /> Council Member Pederson questioned if the pond could be used as a fishing <br /> pond. Mr. Sydow noted that a park pond in Wisconsin is stocked with fish <br /> every year by the DNR. <br /> 6. Planning and Zoning <br /> 6.1. Planning Commission Report <br /> The July 20, 2017 Planning Commission Report and July 20, 2017 draft <br /> Planning Commission Meeting minutes were received by Council. <br /> 6.2. State Buildinq Code <br /> Dawn Bittner explained the State Building Code was discussed at the <br /> Planning Commission meetings in April, May, and July. The Planning <br /> Commission is recommending 4-3 that the City not adopt the State Building <br /> Code. <br /> COUNCIL MEMBER AKERSON MOVED TO AFFIRM THE PLANNING <br /> COMMISSION RECOMMENDATION TO NOT ADOPT THE STATE <br /> BUILDING CODE. COUNCIL MEMBER PEDERSON SECONDED THE <br /> MOTION. ON A ROLL CALL VOTE: COUNCIL MEMBER AKERSON — <br /> AYE; COUNCIL MEMBER LOUKOTA—AYE; COUNCIL MEMBER <br /> PEDERSON —AYE; COUNCIL MEMBER SWANSON — NAY; MAYOR <br /> ADAMS — NAY. MOTION PASSED 3-2. <br /> 6.3. Donald Reschke Penalty <br /> Dawn Bittner informed the Council that Donald Reschke had been served <br /> with a cease and desist order in April to halt the logging activities on his <br /> property as he did not have an approved forest management plan. Mr. <br /> Reschke has since complied by getting a permit, rezoning the parcel, and <br /> submitting a forest management plan. The Planning Commission has <br /> approved the forest management plan and is unanimously recommending <br /> no penalty be assessed against Mr. Reschke. <br /> Mayor Adams stated a real concern about the precedence that the Planning <br /> Commission is setting by posing no penalty to Mr. Reschke. Ms. Bittner <br /> stated there is an enforcement section in the ordinance. <br /> Council Member Akerson inquired about the zoning of this property. Ms. <br /> Bittner confirmed that the property is now zoned rural residential. Council <br /> August 17, 2017 Staff Report Page 4 <br />
