i <br /> Mr. Sydow explained the elements that are included in Phase 1 of Trailside <br /> Park project which include the splash park, flags display, walks, parking, <br /> pond, street closures, relocation of the Veterans plaza, warming <br /> house/pavilion, and the southwest connection. He further asked for <br /> approval from the Council to move forward with these elements. <br /> Mayor Adams expressed concern on the depth of the pond and if the pond <br /> could be a part of Phase 2. Mr. Sydow explained that the reason for the <br /> eight foot depth is due to the emergent aquatic vegetation level. He further <br /> noted that waiting to construct the pond would not be the best approach as it <br /> would be difficult to do so without disrupting the Phase 1 elements and it <br /> would be more costly. <br /> Mike Loven inquired about the hazards and safety of the pond in the middle <br /> of the Park during the spring thaw and fall freeze up when the ice on the <br /> pond is thin. Mr. Sydow suggested utilizing thin ice signs. <br /> COUNCIL MEMBER PEDERSON MOVED TO APPROVE THE TRAILSIDE <br /> PARK MASTER PLAN — PHASE 1 ELEMENTS. COUNCIL MEMBER <br /> SWANSON SECONDED THE MOTION. MOTION CARRIED 4-1. <br /> COUNCIL MEMBER AKERSON OPPOSED. <br /> Mr. Sydow presented the team selection to the Council noting that he wants <br /> to make sure working with Widseth Smith Nolting (WSN) and Chris <br /> Pederson would not be a conflict for the City. The consensus of the Council <br /> agreed there would not be a conflict. <br /> MAYOR ADAMS MOVED TO APPROVE THE TEAM SELECTION <br /> CONSISTING OF ENGINEER—WSN, ARCHITECT— STUDIO <br /> NORTH/OTHERS, AND LANDSCAPE ARCHITECT—SAS+ <br /> ASSOCIATES. COUNCIL MEMBER SWANSON SECONDED THE <br /> MOTION. MOTION CARRIED 3-1. COUNCIL MEMBER AKERSON <br /> OPPOSED. COUNCIL MEMBER PEDERSON ABSTAINED. <br /> Mr. Sydow reviewed the cost estimates for the Trailside Park Master Plan - <br /> Phase 1 with the Council. He noted that more accurate costs will be <br /> determined as the project moves forward. Mr. Sydow proposed a City <br /> review at the 30%, 65%, and 95% design stages as this will allow the <br /> Council to make decisions whether to make changes or eliminate certain <br /> elements of the project. <br /> Mr. Sydow presented the project schedule to the Council which illustrates a <br /> timeline from August 2017 through November 2018 to keep the project <br /> moving forward. <br /> August 17, 2017 Staff Report Page 3 <br />
