Member Akerson stated that he has a problem with landowners who want to <br /> remove trees from their property but the City is telling them they can't <br /> without paying a permit fee. <br /> COUNCIL MEMBER AKERSON MOVED TO NOT ASSESS A PENALTY <br /> FEE TO DONALD RESCHKE AS RECOMMENDED BY THE PLANNING <br /> COMMISSION. COUNCIL MEMBER PEDERSON SECONDED THE <br /> MOTION. MOTION CARRIED 4-1. MAYOR ADAMS OPPOSED. <br /> Council Member Pederson inquired whether there has ever been a case <br /> when someone had not been penalized after-the-fact. Dawn Bittner stated <br /> she was not aware if this. <br /> 9.2. Street Quadrant Project <br /> Tim Houle noted that with the upcoming budget work session, he would like <br /> the Council to consider which streets to improve within the Downtown SE <br /> Street Quadrant. Mr. Houle suggested starting with the downstream end <br /> which would be the Government Drive and East Woodman Street area. <br /> Council discussion ensued regarding the Street Quadrant Project, the <br /> Trailside Park Project, and the Storm Water Study. The consensus of the <br /> Council agreed to postpone a decision until after the budget work session in <br /> August. <br /> 10.1. Fiber Optic Project <br /> Mark Jurchen, Economic Development Commission (EDC) Chair, presented <br /> the Council with information regarding the fiber optic project. The EDC <br /> worked with TDS to install fiber optic to all businesses in the Pequot Lakes <br /> Business Park at no cost to the City. Fiber will also be available at the south <br /> end of the Business Park for potential expansion. The EDC is requesting <br /> Council approval to work toward the expansion of the fiber optic throughout <br /> the core area of the City. <br /> MAYOR ADAMS MOVED TO DIRECT THE ECONOMIC DEVELOPMENT <br /> COMMISSION TO FURTHER STUDY FIBER OPTIC EXPANSION <br /> THROUGHOUT THE CORE AREA OF THE CITY AND TO BRING FORTH <br /> DEVELOPMENT IDEAS FOR CITY LAND SOUTH OF THE BUSINESS <br /> PARK. COUNCIL MEMBER PEDERSON SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> 10.2.
