With the recent granting of municipal consent for the TH 371 bypass alternative by the City of Pequot Lakes, existing traffic issues identified in Pequot Lakes and near the Eagle View Elementary School, as well as potential changes with the approved bypass alignment, the County has determined that a study of the CSAH 11 corridor between the Cities of Pequot Lakes and Breezy Point needs to be completed. In our consideration of the CSAH 11 corridor needs, we have recognized potential impacts associated with the chosen TH 371 bypass alternative and anticipate that the segment of CSAH 11 between the existing TH 371 alignment and the future TH 371 bypass alignment will require geometric improvements to properly function after construction of the bypass (currently programmed for 2018). The geometric improvements considered for this urban segment of the CSAH 11 corridor will need to consider and balance the County and City of Pequot Lakes goals to assure that existing traffic stacking, access, and mobility issues, as well as the anticipated future traffic increases, are effectively addressed. Due to funding constraints, both short term and long term, it is unknown whether the future junction of CSAH 11 /TH 371 will be an at -grade signalized intersection or a simple diamond interchange. To proactively address this uncertainty, the County and City of Pequot Lakes desire to understand the range of feasible alternatives for both configurations and strategically plan for the changes to CSAH 11 in the years leading up to the construction of the TH 371 bypass. The Corridor Study will be the vehicle to understand issues and concerns from a technical, regulatory and community standpoint. The manner in which the study is completed will be crucial to the development of alternatives that effectively address the issues and concerns, and instrumental in the preparation of a "roadmap" that advances the continued planning, design, and funding of improvements that address existing and future needs on the corridor. The effort will culminate in the preparation of a planning document that the County, Cities, School District, and general public can get �, behind and support to make all traffic flow along the corridor safe and efficient.
