Planning Commission Member Wallin asked if there were additional City-owned parcels <br /> that were not listed. Zoning Specialist Bittner stated there were no additional parcels. <br /> A MOTION WAS MADE BY PLANNING COMMISSION MEMBER HALLAN, <br /> SECONDED BY PLANNING COMMISSION MEMBER WILSON,TO <br /> RECOMMEND THE CITY COUNCIL AMEND THE ORDINANCE TO <br /> INCLUDE SECTION 5.15 PUBLIC ZONING CLASSIFICATION, REDUCING <br /> THE SCREENING REQUIREMENTS TO 5o% OF STRUCTURES ADJACENT <br /> TO RESIDENTIAL PARCELS AND 10% FROM A ROAD OR NON- <br /> RESIDENTIAL PARCEL,ADD SECTION 5.16 LAND USE MATRIX,ADD <br /> GOVERNMENT BUILDING AND ADD PUBLIC COLUMN TO THE LAND <br /> USE MATRIX, BASED ON THE FOLLOWING FINDINGS OF FACT: <br /> 1. The amendment creates a zoning classification intended for existing public use of <br /> land or for land properly suited for public facilities, parks and open spaces and <br /> other locations for public or semipublic use. <br /> 2. The amendment creates consistent zoning regulations for publicly owned <br /> property that is rezoned to the new classification. <br /> All members voted"aye". Motion carried. <br /> APPLICANT: City of Pequot Lakes <br /> Applicant Requests to Rezone Multiple City Owned Properties to the Public <br /> Zoning Classification <br /> Mr. Burslie explained the Staff Report. This application contingent on the previous <br /> amendment being approved by the City Council. <br /> PUBLIC COMMENT: None. <br /> A MOTION WAS MADE BY PLANNING COMMISSION MEMBER HALLAN, <br /> SECONDED BY PLANNING COMMISSION MEMBER HABEIN,TO RECOMMEND <br /> THE CITY COUNCIL REZONE THE 48 PARCELS TO THE PUBLIC ZONING <br /> CLASSIFICATION, BASED ON THE FOLLOWING FINDINGS OF FACT: <br /> 1. Applicant is proposing to rezone 48 publicly-owned properties to "Public". <br /> 2. Some of the parcels contain natural sensitive areas (e.g.wetlands). These areas <br /> will continue to be protected under city ownership. Rezoning the subject <br /> properties will not impact the environmentally sensitive areas. <br /> 3. The City of Pequot Lakes is the applicant and property owner. <br /> 4. Several of the subject properties are located within the Shoreland Area. In <br /> addition to the"Public"standards,the Shoreland Rules will also apply to these <br /> properties. <br /> 5. Several of the subject properties contain lowland areas.
