6. The subject properties exceed the minimum buildable area requirement of the <br /> code. <br /> 7. The vegetative cover of the subject properties vary by parcel. <br /> 8. The rezoning of the subject properties will not impact any in-water physical <br /> characteristics. <br /> 9. The subject properties have sufficient roadway frontage for access. <br /> 10.The proposed rezoning does not increase the socio-economic development needs <br /> for the public. <br /> ii. Several of the subject properties are adjacent to public sewer and water utilities. <br /> 12. The rezoning of the subject properties will not create a need to expand public <br /> utilities at this time. <br /> 13. The subject property does not contain any places of known significant ecological <br /> value. One of the subject properties contains the Cole Memorial Building which <br /> is on the National Register of Historic Places. The rezoning of the Cole Building <br /> property will have no impact on the building. <br /> 14.The proposed reclassification is not considered"spot zoning". <br /> 15. The proposed rezoning is in conformance with the City of Pequot Lakes <br /> Comprehensive Plan. <br /> 16.The future land use map has multiple classifications for the subject properties. <br /> Rezoning the parcels to"Public"is consistent with the intent of the future land <br /> use map and comprehensive plan. <br /> 17. All of the subject properties meet the minimum requirements of the"Public" <br /> zone. <br /> All members voted"aye". Motion carried. <br /> APPLICANT: City of Pequot Lakes <br /> Applicant requests an Ordinance Amendment Regarding Floodplain <br /> Management Ordinance <br /> Mr. Burslie explained the Staff Report. The Department of Natural Resources (DNR) <br /> prepared the text on behalf of FEMA. The DNR has completed new mapping of Crow <br /> Wing County and identified areas of concern on the map. This amendment creates an <br /> overlay district. <br /> PUBLIC COMMENT: None. <br /> Mayor Adams stated a property owner had been required to obtain flood insurance for a <br /> reverse mortgage that was very expensive. Zoning Specialist Bittner explained the new <br /> mapping indicates that parcel is not in a floodplain. <br /> Mr. Burslie stated the City has received DNR approval of the ordinance and the City <br /> Attorney has also reviewed it. <br /> MINUTES 3 <br /> Pequot Lakes Planning Commission <br /> April 20, 2017 <br />
