• Mr. Dahl requested that I contact Dave Elsenpeter at First National Bank to inform him on the property cleanup progress. I talked to Mr. Elsenpeter on 9-16-16. On 9-20-16: • Virgil Dahl stopped by to inquire about a permit for a 12'x 16'storage shed on his property to house the building material items on his property that he wishes to utilize during the construction of his house. • I informed Mr. Dahl that I would discuss his request with the City Planner on 9-21 to see if an accessory structure can be placed on property of his size and zoning classification. I explained to Mr. Dahl that due to the fact that the agreement has already been approved by the City Council and signed by him and I that we can't deviate from this agreement with further Council approval. On 9-21-16: • Virgil Dahl called to inquire about the shed permit. I explained to Mr. Dahl that due to the agreement approved by the City Council and signed by him and me,the City cannot give him any further permits without approval by the City Council. I told Mr. Dahl that I do not have that authority as the City Council is the decision makers. , • I explained to Mr. Dahl that he might want to consider temporarily storing the building materials in an existing shed already on his property and when his house is built he can request a permit to keep a shed on his property for ongoing storage. Mr. Dahl indicated that one shed is his kitchen area and the other shed is his bedroom area. • I inquired with Mr. Dahl about storing the building materials in the yellow van that he indicated he was storing other items for his house in. Mr. Dahl noted that he did have room in the van for more items. • Mr. Dahl mentioned about building a fence. I explained to Mr. Dahl that if he is changing the height or width of an existing fence, he would need a permit. Mr. Dahl indicated to me that he is not doing this but merely changing the material on the fence and eventually would like to take the fence down once his house is built. • I told Mr. Dahl that he is making good progress but that more items need to be removed from his property. I explained to Mr. Dahl that I would call him around September 30th for our third onsite visit. On 10-11-16: • Dawn Bittner informed me that she has received complaints about the sign Mr. Dahl has out by the road advertising his lawn and camping services. • I called Mr. Dahl and explained to him to remove the sign as he does not have a permit for a campground or sign on his property. Mr. Dahl stated that his sign is for his lawn business. I stated to Mr. Dahl that it also references camping. • Mr. Dahl asked for a permit for the sign. I explained to Mr. Dahl that a campground is not allowed on his property and any requested changes to the Agreement would need to be addressed to the City Council as they have given the direction for us to follow this. • Mr. Dahl noted that he was currently out of town and will take the sign down. • I told Mr. Dahl that he has made good progress at cleaning up his property and to continue doing so to get his issue of violations taken care of. I stated that I would contact him later in the week to schedule the next onsite visit.
