On 11-4-16: • At 9:15 a.m., Eric Klang and I went to Virgil Dahl's property for the third onsite visit. • Mr. Dahl continues to make progress but is still storing items out in the open along his buildings and in the wooded area. Mr. Dahl asked Chief Kiang to take pictures of his property from the road right-of-way as he felt he was in compliance. I explained to Mr. Dahl that visibility from the public right-of-way is only one of the areas he needs to clean up per the Letter of Agreement. I reviewed my copy of this Agreement pertaining to Part Two with Mr. Dahl. • I explained to Mr. Dahl that items stored out in the open need to be cleaned up. • I further explained to Mr. Dahl that Chief Kiang and I will be coming onsite one more time and items stored out in the open need to be cleaned up or the City may choose legal action. • I reiterated to Mr. Dahl that he is making good progress but he is still out of compliance with the City's zoning ordinances and these ordinances are in place so that all property owners are treated the same. • Mr. Dahl stated that he plans to attend the next Council meeting and I informed him that this meeting will be held on December 6th at 6:30 p.m. and he is welcome to do this. I further noted to Mr. Dahl that Chief Kiang and I are here because of the directive given by the City Council and the Letter of Agreement. • We questioned Mr. Dahl on the items located along the powerline easement which appeared to be dock sections. Mr. Dahl noted that he is storing these for his neighbor. • I explained to Mr. Dahl that I would contact him in a few weeks for the last onsite visit. On 4-21-17: • At 10:00 a.m., Eric Klang and I went to Virgil Dahl's property for our final onsite visit. • Mr. Dahl continues to have numerous items being stored out in the open and he stated that he is keeping all of these items. He has accumulated piles of trash, lumber,tires,a fifth wheel trailer with a makeshift wall made of wood, metal pieces, and numerous other piles of miscellaneous items. • Mr. Dahl stated that he believes his property is in compliance because these items are not visible from the right-of-way. I explained to Mr. Dahl that the Letter of Agreement between him and the City states that all of the above items stored out in the open need to be permanently removed and disposed of. • I informed Mr. Dahl that he is not in compliance with the Letter of Agreement and a letter will be sent to him by the City informing him of this and his opportunity to appear before the City Council on June 6th - Nancy Malecha City Administrator/Clerk
