City Council Minutes <br /> January 3,2017 <br /> Page 4 of 10 <br /> PROVIDED BY FIRST NATIONAL BANK FOR A FIVE YEAR <br /> EQUIPMENT CERTIFICATE FOR APPROXIMATELY$137,000 WITH <br /> AN INTEREST RATE OF 2.99%. COUNCIL MEMBER SWANSON <br /> SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 9. Public Works <br /> 9.1. Engineering Services for 2017 <br /> COUNCIL MEMBER AKERSON MOVED TO APPOINT WIDSETH <br /> SMITH NOLTING AS THE CITY'S ENGINEER FOR 2017. COUNCIL <br /> MEMBER SWANSON SECONDED THE MOTION. MOTION CARRIED <br /> 5-0. <br /> 9.2. Old Highway 371 Improvement Project <br /> Mayor Adams discussed the need for the Council to consider street <br /> improvements to Old Highway 371 and a quadrant of other streets in the <br /> City as a larger bond package. Mayor Adams noted the Old Highway 371 <br /> Project was discussed during her previous term as Mayor and nothing has <br /> been accomplished. She requested the City Council hold a work session <br /> on February 21st to review the quadrant of streets including Old Highway <br /> 371, South Washington Avenue, Government Drive, East Woodman <br /> Street, and East Butler Street and hash out the details of potential <br /> improvements. <br /> Council Member Pederson stated he is in favor of this planning work <br /> session to align with the City's long range financial planning model <br /> presented by Springsted in an effort to alleviate spikes in the City levy. <br /> Mayor Adams noted the responses she heard at the Thriving Communities <br /> Initiative Community Input Meeting was the need for connectivity and <br /> sidewalks. <br /> The consensus of the Council directed Nancy Malecha to notify various <br /> boards, commissions, and other groups within the City for suggestions of <br /> improvements they would like to see within this street quadrant. <br /> MAYOR ADAMS MOVED TO CALL A SPECIAL CITY COUNCIL <br /> MEETING FOR FEBRUARY 21, 2017 AT 6:30 P.M. FOR THE <br /> PURPOSE OF A WORK SESSION TO REVIEW STREET <br /> IMPROVEMENTS TO THE STREET QUADRANT CONSISTING OF OLD <br /> HIGHWAY 371, SOUTH WASHINGTON AVENUE, GOVERNMENT <br /> DRIVE, EAST WOODMAN STREET, AND EAST BUTLER STREET. <br />
