Ms. <br /> Malecha stated the attorney could create one for the City. <br /> MAYOR SJOBLAD MOVED TO SUPPORT THE STUDENT ART IN THE <br /> PARK PROJECT WITH THE PEQUOT LAKES SCHOOL ART <br /> DEPARTMENT FOR THE SUMMER OF 2017 ALONG THE TRAILSIDE <br /> PARK WALKING PATH. COUNCIL MEMBER LOUKOTA SECONDED <br /> THE MOTION. MOTION CARRIED 4-0. <br /> MAYOR SJOBLAD MOVED TO REQUIRE A WAIVER OF LIABILITY <br /> FORM BE SIGNED BY THE STUDENTS WHO'S ARTWORK IS <br /> DISPLAYED IN THE PARK. COUNCIL MEMBER AKERSON <br /> SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 9.2.A. Water Supply Plan <br /> Dawn Bittner informed the Council that the Minnesota DNR requires all <br /> water suppliers to complete a Local Water Supply Plan. Pequot Lakes <br /> was not required to have a Plan prior to the annexation but now that our <br /> population is over 1,000 people, we must submit a Plan to the DNR by <br /> December 31, 2016. <br /> Council Member Pederson questioned whether this is a new regulation. <br /> Ms. Bittner noted that it was not. <br /> COUNCIL MEMBER LOUKOTA MOVED TO GIVE PRELIMINARY <br /> APPROVAL OF THE LOCAL WATER SUPPLY PLAN SUBJECT TO <br /> DNR REVIEW. COUNCIL MEMBER PEDERSON SECONDED THE <br /> MOTION. MOTION CARRIED 4-0. <br /> 9.2.B. Nonessential Water Usage Ordinance <br /> Dawn Bittner explained the purpose of this ordinance establishes water <br /> conservation restrictions and the plan will be in effect at any time the <br /> Governor declares by executive order a critical water deficiency, pursuant <br /> to Minnesota Statutes 103G.291. <br /> COUNCIL MEMBER AKERSON MOVED TO ADOPT ORDINANCE 16- <br /> 08 AMENDING CHAPTER 15 OF THE CITY CODE TO REGULATE <br /> NONESSENTIAL WATER USAGE UPON CRITICAL WATER <br /> DEFICIENCY AS AUTHORIZED BY MINNESOTA STATUTES <br /> 103G.291, SUBD. 1 AND 2. COUNCIL MEMBER PEDERSON <br /> SECONDED THE MOTION. MOTION CARRIED 4-0. <br />
