City Council Minutes <br /> December 6,2016 <br /> Page 4 of 11 <br /> 5.4 Presentation for Mayor Sioblad <br /> Council Member Pederson presented a recognition plaque to Mayor <br /> Sjoblad for his outstanding commitment and service to our community as <br /> Mayor 2015-2016 and City Council Member 2003-2014. <br /> 6. Planning and Zoning <br /> 6.1. Planning Commission Report <br /> The November 23, 2016 Planning Commission Report and November 17, <br /> 2016 draft Planning Commission minutes were received by Council. <br /> 6.2. Ordinance Amendment <br /> Dawn Bittner informed the Council that the current City Code does not <br /> allow manufactured homes in a manufactured home park to be installed <br /> that are older than five years. The owners of Pequot Terrace provided <br /> evidence of Minnesota Statutes contain standards certifying compliance. <br /> The Planning Commission unanimously recommended an ordinance <br /> amendment to create a more flexible ordinance that allows property <br /> owners the ability to provide affordable housing. <br /> Mayor Sjoblad inquired if the homes would have a revised compliance <br /> seal. Dawn Bittner informed the Council that they would. <br /> Council Member Akerson expressed his concern about changing the <br /> rules. Ms. Bittner assured Council Member Akerson that this change was <br /> to make the ordinance more flexible while maintaining safe housing. <br /> Council Member Akerson questioned who would perform the inspections. <br /> Ms. Bittner stated it would have to be a certified engineer or a certified <br /> inspector. <br /> COUNCIL MEMBER PEDERSON MOVED TO ADOPT ORDINANCE 16- <br /> 06 TO AMEND SECTION 17-8.3 OF THE CITY CODE REGARDING <br /> MANUFACTURED AND PRE-BUILD HOUSING DEVELOPMENT. <br /> COUNCIL MEMBER LOUKOTA SECONDED THE MOTION. MOTION <br /> CARRIED 3-1. COUNCIL MEMBER AKERSON OPPOSED. <br /> COUNCIL MEMBER PEDERSON MOVED TO AUTHORIZE A <br /> SUMMARY PUBLICATION OF ORDINANCE 16-06. COUNCIL <br /> MEMBER LOUKOTA SECONDED THE MOTION. MOTION CARRIED <br />
