City Council Minutes December 6,2016 Page 4 of 11 5.4 Presentation for Mayor Sioblad Council Member Pederson presented a recognition plaque to Mayor Sjoblad for his outstanding commitment and service to our community as Mayor 2015-2016 and City Council Member 2003-2014. 6. Planning and Zoning 6.1. Planning Commission Report The November 23, 2016 Planning Commission Report and November 17, 2016 draft Planning Commission minutes were received by Council. 6.2. Ordinance Amendment Dawn Bittner informed the Council that the current City Code does not allow manufactured homes in a manufactured home park to be installed that are older than five years. The owners of Pequot Terrace provided evidence of Minnesota Statutes contain standards certifying compliance. The Planning Commission unanimously recommended an ordinance amendment to create a more flexible ordinance that allows property owners the ability to provide affordable housing. Mayor Sjoblad inquired if the homes would have a revised compliance seal. Dawn Bittner informed the Council that they would. Council Member Akerson expressed his concern about changing the rules. Ms. Bittner assured Council Member Akerson that this change was to make the ordinance more flexible while maintaining safe housing. Council Member Akerson questioned who would perform the inspections. Ms. Bittner stated it would have to be a certified engineer or a certified inspector. COUNCIL MEMBER PEDERSON MOVED TO ADOPT ORDINANCE 16- 06 TO AMEND SECTION 17-8.3 OF THE CITY CODE REGARDING MANUFACTURED AND PRE-BUILD HOUSING DEVELOPMENT. COUNCIL MEMBER LOUKOTA SECONDED THE MOTION. MOTION CARRIED 3-1. COUNCIL MEMBER AKERSON OPPOSED. COUNCIL MEMBER PEDERSON MOVED TO AUTHORIZE A SUMMARY PUBLICATION OF ORDINANCE 16-06. COUNCIL MEMBER LOUKOTA SECONDED THE MOTION. MOTION CARRIED
