City Council Minutes <br />September 2, 2008 <br />Page 3 of 12 <br />-------------------- - - - - -- <br />Tim Houle explained the process and purpose of a facility plan. He noted <br />that because of the proximity of the spray irrigation fields to the Highway <br />371 corridor, the spray irrigation site will more than likely not be the <br />highest and best use of the land. He stated that there are other options <br />such as using a step by step process to complete the plan so that one <br />budget year would not be so heavily impacted. <br />COUNCIL MEMBER NAGEL MOVED TO AMEND THE MOTION TO <br />USE A PHASING PROCESS OVER A 1 TO 3 YEAR TIMEFRAME TO <br />COMPLETE THE FACILITY STUDY. COUNCIL MEMBER SJOBLAD <br />SECONDED THE MOTION. <br />Council Member Ryan questioned how the plan would be presented <br />regarding the timing and payment for the plan. Tim Houle indicated he <br />would provide a proposal to the Council listing the steps, tasks, and dollar <br />amounts for the project. <br />THE AMENDMENT CARRIED 5 -0. <br />THE MOTION AS AMENDED CARRIED 5 -0. <br />`-- 5.2. BLADC Presentation — Request to Transfer JOBZ Acres <br />Sheila Haverkamp of BLADC was present with a request to transfer 10 <br />JOBZ acres to Cross -Tech Manufacturing in the City of Crosslake. Sheila <br />explained the JOBZ program and noted that the State allows the transfer <br />of JOBZ acres from all areas. <br />The Council had questions regarding how this impacts the City's tax base. <br />Sheila stated that there should be no net loss for our community. <br />COUNCIL MEMBER SJOBLAD MOVED TO ADOPT RESOLUTION 08- <br />25 TO AMEND THE JOBZ ZONE. COUNCIL MEMBER ORASKOVICH <br />SECONDED THE MOTION. MOTION CARRIED 5 -0. <br />The Council requested staff to identify acreage that has already been built <br />on but not utilized as JOBZ acres. <br />6. Planning and Zoning Report <br />Report received by Council. <br />6.1. Vacation of High Pine Street <br />
