City Council Minutes September 2, 2008 Page 2 of 12 3.5. RESOLUTION 08 -24 ACCEPTING CONTRIBUTIONS FROM JULY 25, 2008 THROUGH AUGUST 15, 2008 COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 5 -0. 4. Open Forum Tim Keene, resident of Jenkins Township stated that he is aware that letters have been sent to the Council in support of the annexation. He stated that his group put together a survey and brought it around to township residents. He indicated they received 223 signatures —1 vote for annexation to the City of Jenkins, 10 votes for annexation to the City of Pequot Lakes and the balance to remain as a township. Mr. Keene asked for an indication as to which way the Council will be voting. Mayor Malecha indicated that the Council was not ready to make a decision at this time. Ray Steffens, resident of Jenkins Township — Silver Sands Road, addressed the Council about the reasons why it would be best for the City of Pequot Lakes to annex the Township. He suggested that the City of `— Pequot Lakes pursue a friendly annexation with Jenkins Township. 5.1. conomic Development Committee Nancy Adams representing the EDC spoke to the Council regarding the Committee's feelings on the need for a facility plan. She explained that there is a need for more business /industrial park land as all of the City - owned land has been sold. In order to allow development to occur on the present spray irrigation land, a facility plan would have to be done to consider re- locating the spray irrigation facilities or to consider another method of disposing the City's wastewater. She indicated that the EDC would like to begin the planning process for industrial /business park expansion and is requesting support from the City Council. COUNCIL MEMBER NAGEL MOVED TO PROCEED WITH THE FACILITY PLAN. COUNCIL MEMBER ORASKOVICH SECONDED THE MOTION. Council Member Ryan stated that the sewer fund is low in revenues and that the money to do the facility study is not available. He indicated that he does not feel the timing is right.
