The City Attorney may want to weigh in on this issue. <br /> The City can upgrade this road as a part of the four-lane highway improvement project <br /> (MnDOT would keep track of the City quantities and costs associated with this upgrade). The <br /> City would get more "bang for their buck" due to economy of scale in conjunction with this <br /> larger project. <br /> 25. On the west side, the City has in the past looked at extending City sanitary sewer south from <br /> West Lake Street. The timing and financing of such an undertaking will most likely be from a <br /> developer-initiated project as opposed to a City-initiated project. <br /> Thus, unless a developer steps forward or the City puts together an overall finance plan, the <br /> City does not plan to place sanitary sewer under this service road as part of this project. <br /> 26. On the west side, the City has in the past looked at extending City watermain south from <br /> Pillsbury. The timing and financing of such an undertaking will most likely be from a <br /> developer-initiated project as opposed to a City-initiated project. <br /> Thus, unless a developer steps forward or the City puts together an overall finance plan, the <br /> City does not plan to place watermain under this service road as part of this project. <br /> 27. On the east side of the highway,the City requested MnDOT to include upgrading Old 371 to <br /> MnDOT's service standards as a part of this project's costs. <br /> The structural integrity and width of most of this stretch of Old 371 is less than that which <br /> MnDOT will construct for their service roads as part of a Trunk Highway project.This service <br /> • road will also assist in local circulation and add to the safety of TH 371 by minimizing local <br /> traffic having to use the Trunk Highway system. <br /> MnDOT will not participate in upgrading an existing road, even if it is part of the proposed <br /> service road network(besides,no accesses on the highway are being closed thru this stretch). <br /> The City can upgrade this road as a part of the four-lane highway improvement project <br /> (MnDOT would keep track of the City quantities and costs associated with this upgrade).The <br /> City would get more "bang for their buck" due to economy of scale in conjunction with this <br /> larger project. <br /> 28.
