Pequot Lakes -Hwy 371 North <br /> March 23, 2005 <br /> Page 9 of 10 <br /> 29. There is a City watermain in a casing pipe under TH 371 on the south side of Pillsbury Street, <br /> and the casing pipe will need to be extended at the City's cost as part of this project. <br /> This watermain(uncased) then turns north and parallels about 15 feet within the easterly <br /> TH 371 R/W for about 260 feet north before turning east along the south R/W of <br /> Morehouse Drive. <br /> This watermain was installed in 1999. Due to the unknown extent and timing of the <br /> proposed TH 371 improvements at that time, the City only paid for enough casing pipe to <br /> `cover' the existing highway. <br /> The degree to which the existing casing pipe will need to be extended and whether or not <br /> the existing watermain paralleling the highway will need to be cased will need to be <br /> determined during the design phase when MnDOT sets the highway's profile and <br /> corresponding cross sections. <br /> At this stage, for the purposes of estimating a possible cost to the City(but not knowing the <br /> exact highway layout),we used 75 feet of additional casing pipe installed perpendicular to <br /> the highway and 260 feet of casing pipe installed parallel to the highway(excavation of <br /> existing watermain, installation of a `split' casing pipe, `welding' of the `split' casing pipe, <br /> and backfilling) at $150 per foot for a total of$50,250 in construction cost. <br /> 30. At the full access Morehouse Drive intersection,MnDOT has projected traffic volumes and the <br /> results do not come close to warranting a traffic signal at this intersection. <br /> (MnDOT has warrants, a term for a list of criteria,that have to be met for the installation of a <br /> traffic signal as well as access management guidelines-the spacing varies from 0.25 miles to 1 <br /> mile depending on whether it is urban to rural.) <br /> The Committee asked and MnDOT did review with their traffic modeling people that buses <br /> from the school as well as the "industrial" land uses around/to the Morehouse Drive <br /> intersection were taken into account when analyzing for a traffic signal warrant. <br /> The City should note that if there were a traffic signal located here,the cost is split by who has <br /> jurisdiction on each leg.Thus,in this case,MnDOT would be 50%and the City would be 50%. <br /> Morehouse Drive - West Lake Street { 0.3 miles } <br /> 31. On the west side,the property is zoned Industrial.MnDOT will review possible larger radii at <br /> intersections along the service road in this area during final design. <br /> 32. On the west side,the service road`meanders' slightly to the east to abut the back lot line of the <br /> C:\Documents and SettingsWdministrator\L.ocal Settings\Temporary Internet Files\OLKB\032305 Council Workshop update-memo.doc <br />
