Pequot Lakes - Hwy 371 North
March 23, 2005
There are other possibilities of extending a parallel roadway from Morehouse Drive all the way
south to CR 107 and then possibly having connectors to the highway properties.
This whole area/item needs more discussion.
22. For the service roads on the east and west sides, the City will not contribute to any more
roadway width/section than MnDOT will pay for as part of this project(MnDOT provides for a
32-feet wide, ditch-lined, 10-ton roadway).
Derksen Road/Derksen Road Extended West - Morehouse Drive { 0.4 miles }
23. The City has reviewed placing casing pipes under TH 371 around the intersection with Derksen
Road in the past.
Not knowing the exact highway cross-section in this area, nor the depth of utilities, especially
sanitary sewer, it is difficult to estimate a cost for casings. However, using two 150 feet long
casings jacked under the roadway at$250 per foot comes out to $75,000 in City construction
cost. Depending on construction phasing and work zone traffic control, it may be possible to
open cut trench the casing pipes in,which would probably cut this cost to about$100 per foot
for a total of$30,000 in construction cost.
Considering the present unknown nature and timing of development in this area, the City will
wait to see where development requires a crossing and jack casing pipes under the highway at
that time.
24. On the west side of the highway, the City has never accepted the roadway construction that
was put in by the developer/property owner for the "existing" service road south of Pillsbury
Street.
The City cannot verify the structural integrity of this stretch of roadway(no cores have been
taken). Also, the width is less than that which MnDOT will construct south and north of here
(about 24-feet existing versus the MnDOT standard of 32-feet).
This service road will assist in local circulation and minimize local traffic having to use the
Trunk Highway system. The City requested MnDOT include upgrading this stretch as a part of
this project's costs.
MnDOT will not participate in upgrading an existing road (whether the City has or has not
accepted it),even if it is part of the proposed service road network(besides,no accesses on the
highway are being closed thru this stretch).
.. MnDOT made a side comment that there maybe the possibility that the City, even if they have
not formally accepted the roadway itself, may still be responsible for it(the City did accept the
C:\Documents and Settings\Administrator\Local Settings\Temporary Internet Files\OLKB\032305 Council Workshop update-memo.doc
