On the east side of the highway,MnDOT has taken the service/backage road on the west side of the Paul Bunyan Trail to the north and terminated it at the highway with a right in-right out located roughly halfway north-south in this segment(this is a change from the previously laid out cul-de-sac, which due to the length of this service road was against City ordinances). There has also been some discussion about shifting both the Paul Bunyan Trail and this service/backage road to the east to minimize property takings from the folks along the highway (MnDOT will be doing improvements with the four-lane highway in their "front"yards and this service/backage road in their"back"yards). MnDOT said it is very,very difficult to get the DNR to relocate the Paul Bunyan Trail,but they will inquire. Such a realignment would have to either stay off the City's spray irrigation field site or the City will have to work with the MPCA on a revision of their permit (which can be a very lengthy process). No one has yet talked to the property owner to the east about this suggestion. The connection of this service road to County Road 107 will need input from and be coordinated with the County. 21. The City is saying that the service road on the east side of the highway should be extended north from the right in-right out in No. 20 above to Derksen Road as a part of this project and not by the City. A connection to Derksen Road will help the safety and capacity of TH 371 by ....' providing alternate routes for local traffic to use. It will also provide an alternate route for traffic that wants to go from TH 371 north to Breezy Point and minimize the congestion of the TH 371 intersection with CSAH 11 as well as congestion along a portion of CSAH 11/Main Street. MnDOT has said they will not participate in the costs for a service road from the right in-right out north to connect into Derksen Road. There are no accesses being closed on the highway and therefore,they will not contribute to a service road in this area. Also,they do not want to be involved in the costs and process with the MPCA to get the City's spray irrigation field modified or relocated. Another approach the Committee discussed was possibly closing the highway access at Derksen Road, including the crossing of the Paul Bunyan Trail at that point. A service road could then cross the Paul Bunyan Trail at about the proposed right in-right out location (it is very tough to get a new crossing of the Paul Bunyan Trail) and continue north to Derksen Road. This service road would either go next to and on the east side of the Paul Bunyan Trail or maybe curve out to the east and then head north to connect into Morehouse Drive(property could then be served on both sides of this road instead of along just one side with the service road alongside the Trail). Either way, the City would have to work with the MPCA on adjustments and/or a complete replacement to the spray irrigation field(a very lengthy process with the MPCA).
