Pequot Lakes - Hwy 371 North <br /> March 23, 2005 <br /> Page 6 of 10 <br /> 20. On the east side of the highway,MnDOT has taken the service/backage road on the west side <br /> of the Paul Bunyan Trail to the north and terminated it at the highway with a right in-right out <br /> located roughly halfway north-south in this segment(this is a change from the previously laid <br /> out cul-de-sac, which due to the length of this service road was against City ordinances). <br /> There has also been some discussion about shifting both the Paul Bunyan Trail and this <br /> service/backage road to the east to minimize property takings from the folks along the highway <br /> (MnDOT will be doing improvements with the four-lane highway in their "front"yards and <br /> this service/backage road in their"back"yards). MnDOT said it is very,very difficult to get the <br /> DNR to relocate the Paul Bunyan Trail,but they will inquire. Such a realignment would have <br /> to either stay off the City's spray irrigation field site or the City will have to work with the <br /> MPCA on a revision of their permit (which can be a very lengthy process). No one has yet <br /> talked to the property owner to the east about this suggestion. <br /> The connection of this service road to County Road 107 will need input from and be <br /> coordinated with the County. <br /> 21. The City is saying that the service road on the east side of the highway should be extended <br /> north from the right in-right out in No. 20 above to Derksen Road as a part of this project and <br /> not by the City. A connection to Derksen Road will help the safety and capacity of TH 371 by <br /> ....' providing alternate routes for local traffic to use. It will also provide an alternate route for <br /> traffic that wants to go from TH 371 north to Breezy Point and minimize the congestion of the <br /> TH 371 intersection with CSAH 11 as well as congestion along a portion of CSAH 11/Main <br /> Street. <br /> MnDOT has said they will not participate in the costs for a service road from the right in-right <br /> out north to connect into Derksen Road. There are no accesses being closed on the highway <br /> and therefore,they will not contribute to a service road in this area. Also,they do not want to <br /> be involved in the costs and process with the MPCA to get the City's spray irrigation field <br /> modified or relocated. <br /> Another approach the Committee discussed was possibly closing the highway access at <br /> Derksen Road, including the crossing of the Paul Bunyan Trail at that point. A service road <br /> could then cross the Paul Bunyan Trail at about the proposed right in-right out location (it is <br /> very tough to get a new crossing of the Paul Bunyan Trail) and continue north to Derksen <br /> Road. This service road would either go next to and on the east side of the Paul Bunyan Trail <br /> or maybe curve out to the east and then head north to connect into Morehouse Drive(property <br /> could then be served on both sides of this road instead of along just one side with the service <br /> road alongside the Trail). <br /> Either way, the City would have to work with the MPCA on adjustments and/or a complete <br /> replacement to the spray irrigation field(a very lengthy process with the MPCA). <br /> C:\Documents and Settings\Administrator\Local Settings\Temporary Internet Files\OLKB\032305 Council Workshop update-memo.doc <br />
