A full access intersection is located south of Olson Road and north of Pow Wow Point Road so <br /> it is about halfway between the full access intersections at CR 107 South/CSAH 29 and CR <br /> 107 North/CR 168 (Mayo Lake Road). <br /> As part of this plan, a short stretch of new road will go from the old TH 371 (which will now <br /> be a service road)and tee into Olson Road.Thus,both Olson Road and Pow Wow Point Road <br /> will have access to the new TH 371 at this new full access intersection.The present steep grade <br /> on Olson Road down to the present TH 371 will be addressed during final design of this new <br /> `connector' road. <br /> West Twin Lake Drive will remain a right in-right out. Constructing another full access <br /> intersection at West Twin Lake Drive is not doable as it is too close to the above mentioned <br /> full access intersection. The alternative of running a service or access road from West Twin <br /> Lake Drive northerly to the proposed full access intersection was also reviewed but turned <br /> down by MnDOT for inclusion in this project for several reasons(access is still provided to the <br /> highway by the right in-right out; West Twin Lake Drive does connect to CSAH 29, which <br /> intersects the highway at a full access intersection;there is a wetland north of West Twin Drive <br /> that would complicate a service road in this area; land acquisition-R/W cost). <br /> 16. As part of the Turn-back Agreement, MnDOT will re-do the width of old TH 371 south of <br /> ■-• Olson Road to what the City wants(32-foot overall width;two 12-foot travel lanes and two 4- <br /> foot shoulders)before turning it over to the City as a service road. MnDOT will also analyze <br /> the condition of the roadway and provide appropriate improvements so the City is not getting a <br /> road that needs to be overlaid or reconstructed as soon as it is turned-back to the City. <br /> 17. On the west side, south of CR 168 (Mayo Lake Road), there is a mini-frontage road with a <br /> right in—right out access proposed. <br /> This right in-right out will encourage U-turns at the full access intersection south of this access <br /> point. Even with a wider median,to have delivery and semi-trucks that service some of these <br /> properties making a U-turn is not a safe maneuver. Also, there is a daycare presently located <br /> off this access and having buses drive down to a median crossing and U-turn is also not a <br /> desired maneuver from a safety perspective. <br /> The City is asking that as part of this project,a service(backage)road or access to the existing <br /> Hurtig Road to the west or to CR 168 (Mayo Lake Road) to the west and north be seriously <br /> considered as part of this project's improvements instead of the right in - right out/mini- <br /> frontage road access. <br /> MnDOT has come up with/is working on alternatives.MnDOT also pointed out that their cost <br /> participation would be based on what they can get to work and still provide what they consider <br /> to be safe access. <br /> C:\Documents and Settings\Administrator\Local Settings\Temporary Internet Files\OLKB\032305 Council Workshop update-memo.doc <br />
