2. Individual will raise hand, and when recognized by the presiding officer, stand and state <br />� their name and address. <br />3. The person will then state their position and reasons for the position. A time limit may <br />be set by Council. No one will be allowed to speak a second time until everyone has <br />been heard once. <br />4. The person should address all statements and questions to the presiding officer. The <br />presiding officer will then refer any questions that are to be answered by the staff. <br />III.OPEN FORUM <br />A. Purpose of Open Forum. Open Forum allows the audience to speak to the Council on issues <br />that are not on the agenda. <br />B. Rules. <br />1. The Mayor will recognize the member of the audience who wishes to speak. <br />2. The speaker shall state name, address, and topic. <br />3. The speaker shall limit the speech to no more than three minutes. <br />�, 4. The Council will not render a decision on the issue at the immediate time of the request. <br />The Council will request that staff research the issue and respond to either the Council <br />or the requestor in a timely manner. <br />IV. BOARDS AND COMMISSIONS <br />A. Appointment Process. Various Minnesota Statutes authorize the City Council to establish <br />Boards and Commissions to advise the City council or to operate some programs and facilities. <br />These Boards and Commissions are for the purpose of facilitating the orderly conduct of City <br />business and to provide an opportunity to receive public input into the various functions and <br />programs of the City. <br />The City Council has established the following Boards and Commissions: <br />1. HEARTLAND CABLE COMMISSION — to provide oversight and review of the Cable TV <br />franchise and to report to the City Council. <br />2. HOUSING AND REDEVELOPMENT AUTHORITY — to provide affordable housing for all <br />residents. <br />3. PLANNING AND ZONING COMMISSION — to advise the Council on planning and zoning <br />for the orderly development of Pequot Lakes and recommend to the Council for <br />� adoption a Comprehensive Plan. <br />
