� 1. A�enda Material — The Clerk shall see that at least one copy of printed materials relating <br />to agenda items is available to the public in the meeting room while the Council <br />considers their subject matter. The agenda item shall not be considered unless this <br />provision is complied with. This section does not apply to materials that are classified as <br />other than public under the Minnesota Government Data Practices Act or materials <br />� <br />from closed meetings. <br />2. Consent A�endas — Consent agenda items are considered to be routine and <br />noncontroversial by the Council and will be approved by one motion. There will be no <br />separate discussion of these items unless a Council Member, staff member, or citizen so <br />requests, in which case the item will be removed from the consent agenda and <br />considered under the regular agenda. <br />M. Attendance. Department heads are requested to attend regular monthly City Council meetings <br />to present their monthly department report. If a department head attends a Council meeting, <br />they should leave the council meetings upon completion of their portion of the agenda, unless <br />there are other items on the agenda that pertain to that Department head. The Council or a <br />Council liaison may, at its discretion, excuse any staff member from attendance at a Council <br />meeting. <br />II. PUBLIC HEARINGS ON IMPROVEMENTS AND ASSESSMENTS <br />A. General Procedure. <br />1. Opening comments by Mayor. <br />2. Engineer describes improvement and/or assessment procedures. <br />3. Mayor opens hearing on proposed improvement or assessment. <br />4. Public comments heard. <br />5. Mayor closes public hearing. <br />6. Council takes action. <br />B. Rules for Public Hearin� Procedure. It is the Council's intention that everyone be heard on the <br />proposed improvements or assessment hearings. The following procedure will be used for <br />receiving public input. <br />1. A sign-in sheet will indicate attendance. This will be available at the door and should be <br />signed upon entering the Council Chambers. <br />
