� 4. PARK COMMISSION/TREE BOARD —to advise the Council on recreation and park <br />programs and facility development. <br />5. ECONOMIC DEVELOPMENT COMMISSION — to advise the Council on economic <br />development issues facing the City. <br />LIBRARY BOARD — to advise the Council on the operations of the Library. <br />B. Appointment Policv. It will be the responsibility of the City Council to offer appointment to the <br />best qualified citizens to our Boards and Commission. <br />The Council shall offer eligible board members an opportunity to request reappointment <br />to the Board or Commission on which they serve. <br />2. All vacancies shall be advertised. Application deadline will be two weeks prior to the <br />Council meeting date at which the Council will make the appointment. <br />3. To encourage wider public participation on Boards and Commissions, most <br />appointments will be limited to three consecutive terms of three years, except for the <br />HRA which are five-year terms with the following stipulation: <br />A Board or Commission member who has served three consecutive terms may <br />reapply if there are no other applicants for the position. <br />� <br />b. A partial term is not considered one of the three consecutive terms. <br />c. A Board or Commission member who has served three consecutive terms may <br />reapply if the member has been off of the Board or Commission for at least one year, or <br />there are no other applicants. <br />4. Board/Commission members who have completed their terms are eligible to apply for <br />appointment to a vacancy on another Board or Commission. <br />The City shall encourage training for Board and Commission members. <br />All applications shall be kept active during the year for appointment to vacancies should <br />they occur. The Council reserves the right to appoint any qualified candidates even <br />though they did not apply as a result of an advertisement. <br />7. There is no implied guarantee of appointment or re-appointment to any Board or <br />Commission. The sole responsibility for appointment to any City Board/Commission lies <br />with the Mayor as the recommending authority and the City Council as the confirming <br />authority. <br />� <br />
