� <br />V. COUNCIL COMMITTEES <br />A. The Council may at any time appoint a special or standing committee consisting of no <br />more than two Council members and support staff. <br />B. Committees will be appointed by the Mayor with the consent of the Council. <br />C. Council committees may be special (limited) or standing (on-going). Standing <br />committees will be appointed at the annual/organizational meeting. <br />D. Council committees may be established to conduct specific tasks as directed by Council. <br />VI. COUNCIL LIAISONS <br />A. Council liaisons shall be appointed by the Mayor with the approval of the City Council at <br />the organizational meeting. <br />B. Council liaisons shall act as a go-between for the department and the Council and also <br />the community, if needed. <br />C. Council liaisons shall attend all department meetings. <br />D. Council liaisons shall know the department well and understand its function and <br />`' workings. <br />E. Council liaisons shall have all of their questions answered, department reports in order <br />and the department head prepared for all anticipated questions prior to a City Council <br />meeting. This should involve meeting with the department head the week prior to the <br />Council meetings to have that person prepared. <br />F. Council liaisons shall conduct a performance review with the head of the department <br />once a year. <br />G. Council liaisons shall document all concerns and discuss them with the department head <br />when issues arise. <br />H. Council liaisons shall keep the Mayor informed regarding the department — both <br />positive and concerns. <br />If the Council liaison is the pro-tem, the pro-tem shall attend meetings when the liaison <br />is unable to be there. If there is an issue, both the liaison and the pro-tem can work <br />together on the issue. <br />J. Council liaisons may not set policy, but may make recommendations for policy or <br />procedure to full Council. <br />� <br />
