Park Board Minutes <br /> October 12, 2006 <br /> Page 2 <br /> 3B. DAN HELBLING — RV PARK DEVELOPMENT <br /> Dan Helbling, developer of the RV Resort, was in attendance. Bittner <br /> explained that this park dedication matter had been discussed at the <br /> March 9 Park Board Meeting. Based on that discussion, the Park Board <br /> felt that the development would have a large impact on the park system. <br /> A motion was made and approved to recommend to the Planning <br /> Commission that the City collect a Park Dedication Fee in the amount of <br /> 10% of the market value of the land. <br /> Dan Helbling stated he was not aware of the dedication fee and was never <br /> offered the chance to dedicate any land. He stated he would have <br /> dedicated land. He also stated there should not have been a vote without <br /> his knowledge. <br /> Chair Anderson asked Dan if he would be more interested in dedicating <br /> land than in paying park dedication fee. Dan stated he was open to either. <br /> Discussion was held about Hebling dedicating land for a nature walk path. <br /> Mayor Malecha asked who would be responsible for maintenance. <br /> Because it would be a City Park, so the City would be responsible for <br /> maintenance. <br /> Chair Anderson asked the Board if they would want to commit to a life <br /> long commitment for a nature trail where they would never be able to <br /> change anything. <br /> Dan Hebling stated he may be interested in dedicating more land later <br /> also. <br /> COMMISSIONER JURCHEN MADE A MOTION TO LOOK AT THE <br /> LAND OPTION AT THIS TIME. COMMISSIONER TWEED SECONDED <br /> THE MOTION. MOTION CARRIED 3-0. <br /> Park dedication fees were discussed. Chair Anderson suggested the <br /> dedication fee be a consistent 10% of the land value. (Keen Addition was <br /> 10%) (Wilderness Park — used formula to calculate fee) <br /> Park Board needs more information before making a recommendation. <br /> Dawn Bittner stated she would get more information regarding the formula <br /> used for Wilderness Park before October 18th <br />
