He stated that the Finance Administrator is working on correcting the variances of revenue over expenses. He further explained that the current report is a draft and that final reports will be presented to the Council when the period is closed. 3.6. MCFOA Grant for Municipal Clerk's Institute Council Member Ryan stated that he does not agree with accepting the grant as the Council had already turned down the request to authorize the Deputy Clerk to attend the training. Mayor Adams stated that the Council discussed this during budget preparation but did not turn it down. Council Member Ryan stated that this is a three year commitment of which the first year is subsidized and is not certain the other years will be subsidized. The Clerk explained that this training is not specific to Clerks but also many Deputy Clerks and Finance personnel attend this training, especially in small cities where the duties are shared. Council Member Sjoblad stated that he is in favor of training the staff and that other staff members training such as the Police, Fire, Maintenance �- and VWVfP personnel have been authorized to attend. Council Member Malecha stated that she would abstain from the vote. COUNCIL MEMBER SJOBLAD MOVED TO ACCEPT THE GRANT. MAYOR ADAMS SECONDED THE MOTION. THE MOTION FAILED 2-2. MAYOR ADAMS AND COUNCIL MEMBER SJOBLAD VOTED IN FAVOR OF THE MOTION. COUNCIL MEMBERS RYAN AND AKERSON VOTED AGAINST THE MOTION. COUNCIL MEMBER MALECHA ABSTAINED. Council Member Akerson stated that he was opposed because he did not have enough information. COUNCIL MEMBER RYAN MOVED THE FOLLOWING CONSENT AGENDA ITEMS: 3.1. APPROVAL OF THE MARCH 1, 2011 COUNCIL MINUTES AS AMENDED. 3.2. APPROVAL OF PAYMENT OF BILLS. �
