The Commission discussed the ISTS <br /> and the location it was installed. The Preliminary Plat needs to be modified to <br /> show the alternate site and the As Built. The Commission requested that prior to <br /> the Fourth Addition Plat submission, a new Master Plan be submitted indicating <br /> the re-plats. <br /> Mr. Hallan stated that a silt fence or other means of erosion control had not been <br /> installed. This area is visible from the Highway and reflects poorly on the City. <br /> Staff was asked if their NPDES Storm-water Prevention Plan had been received. <br /> It has not. If they applied for one, the City would have been sent a copy. <br /> A motion was made by Mark Hallan, seconded by John Derksen, to approve the <br /> Preliminary Plat, subject to the following: <br /> 1. As Built drawing needs to be properly reflected on the Preliminary Plat. <br /> 2. National Pollutant Discharge Elimination System (NPDES) Storm-water <br /> Prevention Plan permit be submitted to the MPCA with the City sent a <br /> copy. <br /> 3. This approval does not modify any previous approvals or conditions but <br /> only modifies the layout of these lots. All restrictions, covenants, <br /> conditions or agreements in place would not be altered by this approval. <br /> — All members voted "aye". Appoint a Chair and Vice-Chair. <br /> OPEN FORUM: None. <br /> OLD BUSINESS: <br /> Rog Hardy, Von Ro: <br /> The Planning Commission had previously inquired as to the actual permit <br /> applications and whether they were sales or service. Staff compiled a list <br /> contained in the Staff Report. The Commission recalled application for service <br /> and not sales and that somehow through the process, intended use had <br /> changed. Mr. Hardy had not been notified of the October 17, 2002 conditions <br /> indicating 8 to 10 units. Mr. Marohn will write a letter to Mr. Hardy.
