This matter was not discussed at any length as the Commission will meet <br /> _ January 21, 2004 with the City Council for a Workshop. <br /> Commission Member Requirements: <br /> Bittner stated that four Commission Member terms expire in March. She also <br /> stated that Councilman Sjoblad suggested at the January 6, 2004 Council <br /> meeting that the City Council consider requiring Commission members to be <br /> residents of the City. Bittner further stated that Ordinance#195 Amendment <br /> reads "Members be appointed from among the resident landowners". Two <br /> Commissioner members are not residents, but are business owners in the City. <br /> Discussion followed regarding possible evaluation criteria. <br /> 1. A non-resident could request reappointment for one term. <br /> 2. The Mayor could nominate and Council approve a resident or business <br /> owner who has a significant stake in the City. <br /> 3. Renters could also be considered as they vote and receive property tax <br /> refunds and are taxpayers through their landlord. <br /> Final recommendation: Own a business or be a resident. <br /> January 26, 2004 City Council Workshop: <br /> Commission was reminded of the City Council Workshop on January 21, 2004 at <br /> 6:30 p.m. <br /> Appoint a Chair and Vice-Chair: <br /> — A motion was made by Mark Hallan, seconded by Marty Nelson, to maintain the <br /> same Chair and Vice-Chair as 2003. All members voted "aye". Motion carried. <br /> APPROVAL OF THE MINUTES: <br /> A motion was made by John Derksen, seconded by Mark Hallan, to approve the <br /> Minutes as read. All members voted "aye". Motion carried. <br /> ZONING ADMINISTRATOR'S REPORT: <br /> Bittner reported that there were 2 permits issued in December and 8 letters had <br /> been sent. <br /> Potential Violations/Enforcement Actions: <br /> David Swenson: Inspection today indicates only 2 vehicles and the pontoon <br /> remain. The bus may have found a new home in the next block and will be <br /> carefully monitored. <br /> Babinski: Marohn explained that Mr. Babinski wishes to apply for a permit for a <br /> large manufacturing building. According to the Ordinance, as long as Babinski is <br /> Planning Commission 5 <br /> January 15,2004 <br />
