� <br />February 1, 2011 <br />Pequot Lakes <br />Govemment Drive Proposal <br />Page 2 of 4 <br />Survey / Mapping <br />Due to the additional cost to locate through snow (or more correctly, through the ice), we <br />will perForm the survey field work as part of the next phase. In the mean time, we will use <br />aerial / contour mapping the City obtained in April 1997 as well as any other publicly <br />available mapping (for example, Crow Wing County GIS information) to prepare a <br />"interim" base map. <br />City Sanitary Sewer and Water <br />We will incorporate into the "interim" base map at least the plan location of whatever the <br />City staff tells us as to what water system and sanitary sewer system improvements they <br />believe are needed in this corridor for the long-term best interests of the City. <br />o The underground City utilities were installed roughly in the early to mid-1960's. <br />They are approaching 50 years old. We have seen utilities in other cities reach <br />80 years old or more, although there are no guarantees on how long any <br />component will last. The City needs to weigh the age and possible time of <br />replacement for these utilities versus the investment and life of the proposed new <br />surface improvements. A general rule of thumb for more heavily traveled <br />roadways is that they will last in the 20 year range before needing some kind of <br />rehabilitation / reconstruction. <br />o Also, the City needs to look at if any parcels are serviced through other private <br />parcels versus from a City R/W. Now might be the time to coRect any such <br />problems. <br />`' • Other Utilities <br />We will request a design locate from Gopher One Call and use whatever maps the <br />electric, natural gas, telephone, cable, and other utilities send us for inclusion in the <br />"interim° base map. <br />Storm Drainage <br />Based on the contours from the April 1997 aerial mapping, we will develop a drainage <br />area for the Govemment Drive corridor as well as potential discharge / infiltration areas. <br />o This drainage area will most likely include areas outside this immediate corridor. <br />o The discharge / infiltration areas may include areas outside of the immediate <br />corridor. <br />o In looking at the drainage area, we will need to take into account future <br />improvements possibly connecting into this specific corridor's storm drainage <br />system. <br />o Detailed hydrologic and hydraulic calculations will be part of the subsequent <br />design phase <br />• Funding Assistance Possibilities <br />While costs are not generally determined at this stage, we will have our funding <br />specialist make initial inquiries into programs that could possible provide funding for both <br />the public infrastructure as well as for business fa�ades and improvements. We will then <br />provide feedback to the City as to the prog�ams available, the timing / process involved, <br />and their rough chances of success with each. <br />� o We have already assisted the City in applying for a$1 million appropriation <br />request (out of an estimated $1.5 million project cost) from Senator Franken's <br />J:WIKTG\Proposals�2011 Proposals\— Letter Proposals\Pequot Lakes - Govt Dr - 20710201.doc <br />
