February 1, 2011
The Honorable Mayor and City Council
City of Pequot Lakes
4368 County Road 11
Pequot Lakes, MN 56472
RE: Engineering Services Proposal
Govemment Drive Improvements
Dear Mayor and Members of the Council:
7804 Industrial Park Road
PO Bmc 2720
Baxter, MN 56425-2720
Tel: 218-829-5117
Fau: 218-829-2517
There was discussion at the last City Council meeting about whether to band aid / patch
Govemment Drive (from Woodman Street to Grove Street) or whether the City should look at a
longer-lasting reconstruction approach for one of the City's more visible corridors. The answer
was the latter and we met with a City committee (Mayor Nancy Adams, Council Member Dave
Sjoblad, P&Z Commission Chair Scott Pederson, City Clerk Sandy Peine, Street Supervisor
Mike Loven, and Water 8 Wastewater Supervisor Tina Nolden) to discuss how to move forward.
An overall improvement project would be broken into the following phases:

I. Public Input / Preliminary Layouts
II. Design
III. Bidding
IV. Constrution (maybe in segments)
Before designing any improvements, we will need to know what we are designing
proposal will be a step-by-step approach.
Following are our proposed tasks for the Public Input / Preliminary Layout Phase. While lengthy,
on this important of a project for the City, we want everyone to be clear on what is (and is not)
involved.
Property Lines
Perform office research of existing property lines and "ownership". The limits will be from
the buildings on the east side of Govemment Drive to the west of the Paul Bunyan Trail
into the present Trailside Park area.
o It appears from the County's GIS website that there is only 33 feet of R/W along
Govemment Drive.
o We will need to discuss and confirm the allowable improvements with different
agencies befinreen City R/W, park property (DNR), and trail property (DNR).
o We will need any information the City has on this topic, and the City Attomey
may need to be consulted — with City authorization — to determine what
improvements could be placed where. _
engineering architecture land surveying environmenta) services
