The 8 unit HUD project that was brought before the commission at an earlier date was <br /> discussed. That project was to be located in the multi-family residential zone. <br /> A motion was made by Bill Habein, seconded by Karl Moon, to grant the Conditional <br /> Use Permit, including the 4 conditions in Mr. Marohn's Staff Report. An oral vote was <br /> taken: Bill Habein, "aye", Marty Nelson, "aye", Cheri Seils, "nay", Barb Sjoblad, "aye", <br /> Karl Moon, "aye", Tom Woog, "nay", Mark Hallan, "nay", Joe Dotty, "nay", John <br /> Derksen, "nay". Four votes in support and five votes in opposition. <br /> Discussion followed indicating the"nay"votes reflect density issues. Mr. Smith <br /> questioned what would be acceptable. The general consensus was 8 units would be <br /> acceptable. Six units would be the maximum under the ordinance for commercial, and 2 <br /> to 3 allowed in residential. <br /> A motion was made by Karl Moon, seconded by Tom Woog, to table this matter until the <br /> next meeting. All members voted"aye". Motion carried. <br /> APPLICANT: Carl& Colleen Smith <br /> Applicant requests preliminary plat approval of Trail View Townhouses. <br /> A motion was made by Cheri Seils, seconded by Karl Moon, to table this matter. All <br /> members voted"aye". Motion carried. <br /> APPLICANT: NWT LP <br /> Applicant requests preliminary plat approval of The Ridge. <br /> Mr. Marohn explained his Staff Report. He also stated that he had spoken with the City <br /> Attorney, Tom Fitzpatrick, regarding the zoning of this piece of property. Mr. Fitzpatrick <br /> had contacted the League of Minnesota Cities and the Attorney General's Office for <br /> direction. He will have an answer by the next meeting. <br /> Kevin McCormick, Landecker and Associates, was present representing NWT LP. He <br /> passed out a new drawing depicting the slope percentages and a building site. He stated <br /> that the slope percentages were a concern of the developer also. He suggested that <br /> protective covenants could be in place as guidelines for coverage and buildings. <br /> Chairperson Nagel commended the developer for including the backage roads. <br /> Mr. Marohn suggested that while there has been no determination on the zoning issue, <br /> perhaps there could be a compromise. Possibly a residential PUD rather than a <br /> commercial development or a commercial PUD using the steep areas as common space. <br />
