4. All water and sewer charges for the apartments shall be the sole responsibility of <br /> the property owner. The City will not invoice anyone except for the property <br /> owner. <br /> 5. Prior to approval of the plans, the applicant shall submit certification from a <br /> registered architect that the proposed structure meets all applicable State and <br /> Federal codes. <br /> 6. Prior to initial occupancy of the apartments, the property owner shall contract <br /> with a state-licensed building inspector to inspect the structure and certify that the <br /> building has been constructed to meet all applicable codes. <br /> All members voted"aye".
