Page 2 of 3 <br /> City of Pequot Lakes <br /> Comprehensive Plan Update/Zoning Ordinance Update <br /> �-' Goal 1: Update the Sibley Township Comprehensive Plan to reflect the new City of Pequot Lakes <br /> boundaries. <br /> Updates should focus on the following areas: <br /> - Land within the old city limits of Pequot Lakes <br /> - Land in transition between the old city limits of Pequot Lakes and Sibley Township <br /> - The bypass corridor <br /> - The impacts of the proposed bypass <br /> - Coordination with WSN on storm sewer in downtown <br /> - Coordination with capital improvements budget and department heads for roads, water <br /> and sewer <br /> How to proceed: Working with the Long Range Planning Committee, proceed as if preparing a <br /> comprehensive plan for the old City. There should be two or three public town hall type meetings(this <br /> spring and early summer) geared at downtown business people and those property owners in the <br /> transition zone. We would present information and then solicit feedback. We should then prepare the <br /> updated plan working with the LRP committee and present it at another town hall meeting. <br /> Target date for completion: July 1, 2003 <br /> Note: We may benefit(and save expense)by partnering with Mn/DOT or tagging along with Mn/DOT <br /> as they do some of this planning. Mn/DOT may also be a source for funds if we proceed now with the <br /> understanding that we are seeking to protect the bypass corridor through sound planning. <br /> Goal 2: To update the land use and subdivision ordinances to reflect the updated Comprehensive <br /> Plan. <br /> Updates should focus on the following areas: <br /> - Establishing land use classifications that blend across the old boundaries <br /> - Adding language for downtown/urban areas <br /> - Developing rural subdivision standards (rural cluster) <br /> - Developing urban subdivision standards for PUD's <br /> - Correcting spelling mistakes, contradictions in language <br /> - Making the document easier to use <br /> How to proceed: This should really come after the comprehensive plan is updated,but that may not be a <br /> luxury that we have unless we want to declare a moratorium(not recommended,unless it was for <br /> subdivisions and rezoning requests only). It is unclear whether or not this should go through the <br /> Planning Commission or through the Long Range Planning committee. There are advantages and <br /> disadvantages to both. Whichever group, updates should be prepared to be reviewed at a monthly <br /> meeting. Sections can be adopted—through a public hearing at the Planning Commission level—and <br /> take effect as they are developed. (We will need to amend the existing Ordinance to allow this to <br /> happen) When the entire new ordinance has been completed, it should be made widely available to the <br /> public for 30 or 60 days. Then the Planning Commission should have a final public hearing on the <br /> ordinance in its entirety. <br /> Target date for completion: September 1 for the entire ordinance to be prepared,December 1 for the <br /> final public hearing <br /> 02/13/2003 <br />
