Page 3 of 3 Goal 3: To properly zone all of the property within the City limits. How to proceed: Once a future land use map has been adopted and land use classifications have been established,hold a series of public hearings at regular Commission meetings to establish a zoning classification for each property. Take three or four sections each month,perhaps more where there will be little controversy. This process will allow for each property owner to receive notification,will not overload the Commission, will allow us to deal individually with property owners and will provide a framework to deal with odd situations that may arise. Target dates: Begin in summer of 2003, complete by the end of 2004 (18 months total) Goal 4: Work with Loon Lake and Jenkins township to extend comprehensive planning and local zoning control to those areas. Thoughts and ideas: - The City may wish to consider an agreement with both townships to do their P&Z administration for them. The City could charge and collect fees(as we do with our own residents)to cover costs and the Townships could conduct their own hearings,when needed. Community Growth Consultants could assist them for hearings under a separate contract(not as the City of Pequot Lakes). - The Sibley Comprehensive Plan could be adapted to both of these areas,but without public hearings and town hall meetings,there probably won't be enough buy-in from the local public to make it viable long-term. - Townships can't receive funding from the Initiative Foundation,but the City could if we did a joint project with them. - Loon Lake Township is in Cass County (which is a good thing),but there may be some jurisdictional issues coordinating across counties. - This is a good idea,especially the Loon Lake side,but everyone should understand that this will not stop the City of Jenkins annexation/dumb growth machine. 02/13/2003
